The Department believes that construction traffic from the City of <br /> Stockton's (City) Delta Water Supply Project pipeline installation will cause significant damage to <br /> Eight Mile Road, west of Bishop Cut to Empire Tract Road. However, in recognition of the existing <br /> roadway condition, the Department is willing to cost-share the improvements to reconstruct Eight Mile <br /> Road, with the City's fair share being reduced to five hundred thousand dollars ($500,000). The <br /> Department is agreeable to a timeframe for reconstruction within two years after completion of the <br /> Delta Water Supply Project pipeline through this roadway segment. However, this work should be <br /> coordinated with the construction of the raw water intake facility. The Department requires that the <br /> City maintain Eight Mile Road in a functional condition during construction of the pipeline project. <br /> In regards to the remaining issues list, the Department offers the following comments: <br /> 1. Eight Mile Road reconstruction—see above for cost-share proposal. The City's fair share <br /> amount is payable upon request by the County 90 days prior to scheduled roadway <br /> reconstruction. <br /> 2. Trench protection proposal—the Department is awaiting the City's proposal for Davis Road, <br /> North of Eight Mile Road. The Department will consider modifying the special permit condition <br /> (#10) when additional information is provided by the City. For the portion of Eight Mile Road, <br /> west of Bishop Cut, the department is agreeable to the trench protection response from the <br /> City, which is reflected in the special permit conditions. <br /> 3. Empire Tract Road—the City proposes to video the road before and after intake facility <br /> construction and to repair damage. The Department concurs. <br /> 4. Settlement monitoring—the City will be responsible to repair any damage to Eight Mile Road <br /> from the Delta Water Supply Project pipelines in perpetuity. <br /> 5. Permit costs— San Joaquin County Department of Public Works sent an invoice on <br /> April 22, 2010 for an additional deposit of$15,000. The invoice covers accrued costs to date <br /> for meetings, reviews and coordination with City contractors as well as a deposit against future <br />
