BEFORE THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN JOAQUIN <br /> STATE OF CALIFORNIA <br /> RESOLUTION <br /> R-08 441 <br /> RESOLUTION APPROVING TEMPORARY CLOSURE OF CLINTON SOUTH AVENUE <br /> AND MELLO AVENUE FOR THE FIRST ANNUAL COLOR THE SKIES <br /> HOT AIR BALLOON FESTIVAL RUN/WALK <br /> WHEREAS, Color The Skies, Inc., hereinafter referred to as APPLICANT, has applied <br /> for permission to temporarily close County portions of Clinton South Avenue between <br /> Jack Tone Road and North Ripon Road, and Mello Avenue between North Ripon Road and <br /> Murphy Road for the First Annual Color The Skies Hot Air Balloon Run/Walk event, to be held <br /> on Saturday, August 30, 2008 from 7:30 a.m. to 10:00 a.m. <br /> NOW, THEREFORE, BE IT RESOLVED that it is the finding of this Board of <br /> Supervisors that, as authorized by Section 10-2700 of the Ordinance Code of San Joaquin <br /> County, it is necessary for the protection of the public to grant permission to temporarily close <br /> County portions of Clinton South Avenue between Jack Tone Road and North Ripon Road, <br /> and Mello Road between North Ripon Road and Murphy Road for the First Annual Color The <br /> Skies Hot Air Balloon Run/Walk event, to be held on Saturday, August 30, 2008 from 7:30 a.m. <br /> to 10:00 a.m. <br /> BE IT FURTHER RESOLVED that the Director of Public Works is hereby authorized to <br /> issue Encroachment Permits for the temporary closure of the above roads at the time and date <br /> requested. <br /> BE IT FURTHER RESOLVED that this action shall be subject to the following <br /> conditions: <br /> 1. That an Encroachment Permit shall be obtained from the Department of Public Works <br /> for the temporary road closure. <br /> 2. That the performance of any procedure related to this Permit shall constitute an <br /> acceptance of all the provisions contained herein and failure on APPLICANT'S part to <br /> comply with any provision will be cause for revocation of this Permit. <br /> 3. The APPLICANT shall provide a general advisory of the road closures for central <br /> distribution to local residents and emergency agencies two week prior to the day of the <br /> event. <br /> 4. Provisions shall be made for local traffic. Advisory and detour signage will be placed in <br /> advance, and also on event day, along the route pursuant to the California Manual on <br /> Uniform Control Devices. California Highway Patrol will control major intersections and <br /> the Sheriff's Team of Active Retired Seniors will control minor intersections. North <br /> Ripon Road will not require road closure since runtwalk participants will use the east <br /> shoulder of North Ripon Road in each direction of the route. <br />
