This section of levee requires significant attention. The District has <br /> limited funding from the State and EBMUD for eligible work. There are 3 components of <br /> the improvements: 1) Raise and widen the levee crown (completed last year), 2) providing <br /> a seepage/stabilization toe berm in the very soft, thick and saturated organic material <br /> landward of the MIR (completed last year), and 3) providing 2,800 ft of habitat setback <br /> levee back slope which will also help address through seepage (so proposed at this time). <br /> This third element requires interference with the existing road. Originally we thought that <br /> raising the County road in place could be the solution however, interference with utilities <br /> and undesirable road elevations would result. We concluded that we would not be able to <br /> proceed and relocated the Habitat setback to a southerly location. We have now <br /> reconsidered and believe a workable solution would be to relocate the road. <br /> In order to construct the setback levee the MIR needs to be moved landward of the <br /> telephone poles. The District has obtained the approval of the landowner to adjust the <br /> existing county road easement to allow the road realignment. An application has been <br /> made for PG&E to relocate 2 power poles that also encroach into the levee. Pacific Bell <br /> has been to the site and provisions will be made to accommodate them. <br />
