The primary users of the section of road are the two Marinas (Tiki Lagoon and Turner Cut <br /> Resort) .and McDonald Island, which services: Reclamation District 2030, PG&E gas <br /> storage and agricultural operations including potatoes, asparagus and sod. The <br /> Reclamation District 2030 has expressed an insistence that the road realignment be up to <br /> SJC standard for a rural road. <br /> The existing road is now located on the landside slope of the levee, essentially the toe. <br /> The levee is sandy and the subsurface is not stable. There was at one time a facility <br /> located in the vicinity of levee stations 245+00 to 255+00. Pilings are still in place. There is <br /> through seepage between station 250+00 and 254+00, which is saturating the west <br /> shoulder of the MIR. The road is less than 25 ft wide with inadequate shoulders. Prior to <br /> construction of the toe berm the landside shoulder dropped off at steeper than a 2:1 slope <br /> into the adjoining ditch. The road experiences significant settlement and lateral movement <br /> as it likely has for its lifetime being constructed on the very soft and moist marsh deposits. <br /> The road section is likely a combination of layers of chip seal, AB, sand/oil seal, and about <br /> 50 years of patched potholes and cracks. The section likely has pervious areas and <br /> potential settlement voids. <br /> In order for the RD to relocate the road and build it to the SJC rural standard the RD will <br /> have to eliminate other portions of its levee project. <br /> The RD has the contract for the levee work underway with ASTA Construction of Rio Vista <br /> and must make an immediate decision to shift the levee work to this area. The RD has <br /> designed the proposed improvements for the levee work and road relocation and is set to <br /> secure revisions to the contract to shift the levee work and construct the new road. <br /> If the road cannot be realigned at this time the habitat setback levee will be constructed <br /> between levee stations 206+50 to 236+50. This area requires less import fill than the MIR <br /> relocation site and would allow the RD to complete all of the sites currently funded with the <br /> DWR PFA. <br /> The RD's position is that relocating the road and constructing the setback levee in the <br /> location of the MIR is the best use of funds for flood protection. it is my opinion that the <br /> relocated MIR constructed to the SJC rural standard will perform better than the existing <br /> road, require less maintenance and will be safer for public travel. <br /> Enclosed herewith are the current plans for the levee improvements and the road <br /> realignment. Also enclosed is a draft pavement design to the SJC standard and an <br /> estimate of the cost. The section provided will at this time be 3"AC over 16"AB and note <br /> that in addition to the required, stabilizing fabric will be provided for additional gravel <br /> equivalent and enhanced performance. <br /> The plan would be to construct the new road absent surfacing before disturbing the <br /> existing road with the levee work. Traffic would run on the new road for 60 to 90 days <br /> without surfacing during which time the sub base could be dressed and repaired. Paddles <br /> would be installed to mark the edges of the roadway and some speed control should be in <br /> place until surfacing and striping is complete. <br />
