_COSI Imagine it. <br />� �I� Delivered. <br />Deferred Maintenance Program — Phase 1 <br />To Whom it may Concern <br />AECOM is performing culvert cleanings and inspections with the help of a Pipeline Assessment Contractor under the <br />Deferred Maintenance Program. The main objectives of the program are to reduce flood risk associated with levee pipe <br />penetrations. The work consists of performing a comprehensive crossing (pipe) evaluation through levees within the <br />Central Valley on behalf of the California Department of Water Resources — Division of Flood Management Flood <br />Maintenance Office. <br />The San Joaquin County Flood Control and Water Conservation District is responsible for the crossings listed under the <br />NA0017 LMA. The Work listed below is to complete the necessary inspections on behalf of the District and on behalf of <br />DWR— Flood Management Office. <br />San Joaquin County —Channel Maintenance <br />Eric Ambriz <br />Channel Maintenance Division <br />San Joaquin County -Public Works <br />1810 E Hazelton Ave <br />Stockton, Ca 95205 <br />209-468-9698 <br />Cleaning and Inspection <br />• Cleaning and inspection of all eligible pipeline crossings will be conducted by DWR contractor, NorCal <br />Pipeline Services. The use of a Hydrovac cleaning truck will be used for all cleaning of eligible crossings <br />along with a heavy-duty water truck. The cleaning will be conducted using high pressure water hoses with a <br />variety of cleaning nozzles to remove material from inside the pipe. This cleaning method has a low -impact <br />to the pipe and no cleaning solutions will be used, only water. The spoils from the combined material and <br />water used for cleaning will be removed via vacuum hoses (if not self -draining) <br />• Video Inspection of all cleaned crossings will be conducted by NorCal according to the National Association <br />of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) <br />standardization. An unmanned closed circuit television (CCN) camera will be inserted into the crossing to <br />record the condition of the pipeline and record any defects present. A commercial van will need access to <br />the crossing along the levee to conduct the video inspection, scheduling will be coordinated with the <br />appropriate LMA. <br />Traffic Control: The Department of Water Resources (DWR) is inspecting and cleaning pipelines <br />crossing beneath 99 Frontage Road and Jack <br />To Road. Cleaning and inpsection of all eligible pipe <br />crossings will be conducted by a contractor, NorCal Pipeline Services. The cleaning process requires <br />a Hydrovac cleaning truck and a heavy duty water truck. The video inspection consists of an <br />unmanned camera that will be inserted into the cleaned crossing. A commercial van will be needed <br />to transport the inspection equipment. There is no penetration, or disturbing of the road material. This <br />work will require a single lane closure for 4 hours. The lane closure area will span 400 feet around <br />the pipe location (as drawn on the Permit). Vehicles used to bring the equipment will be parked in <br />safe areas, on the shoulder, or completely off the road. Appropriate flagmen will be used during the <br />cleaning and inspection.
