EAST STOCKTON SANITARY SEWER PROJECT <br />ASSESSMENT AND HOOKUP INFORMATION <br />A. Introduction <br />The typical homeowner is being assessed $1,163.70. This cost covers the <br />homeowner's share to build the system, the service lateral, and includes a <br />—�_ <br />_reduced City hookup fee of $425. Homeowners are responsible for all work`"-`' <br />required to hook up their property to the project —provided lateral and to <br />properly dispose of their septic system. <br />Commercial and industrial properties were assessed on an equivalent flow <br />contribution basis. For similar areas, they were assessed proportionately <br />more than residential properties due to higher design flows. Their <br />assessments also include City hookup fees. <br />B. Homeowner's Responsibility <br />By ordinance, property owners are required to cease use of their septic <br />system when the project is completed and they have the ability to hook up. <br />The Health District is the enforcin _a ency. Homeowners have been told they <br />will be given a reasonable amount of time (usually one year) to hook up, <br />providing their septic system is functioning correctly. Those properties <br />with poorly functioning systems will be asked to immediately hook up. <br />The County is responsible to hake 25% of the property owners hooked up the <br />first year after project completion and 95% at 5 years after completion. <br />1 <br />Property owners are responsible to have their septic tanks pumped out and <br />either filled in with soil or removed. They will also have to provide a new <br />plumbing drain line from their homes to the project -provided hookup point at <br />the property line. A plumbing permit ($25+) and a Local Health District <br />permit ($10), to inspect the new plumbing and septic system disposal, will <br />be required. They may do the work themselves or hire the work done. <br />C. Building Moratorium <br />A building moratorium exists for the project area. It prohibits <br />construction of anything that would increase the use of or require <br />construction of new septic facilities. The moratorium will be removed when <br />the new public system is provided. All new construction will be required to <br />hook up to the public system. <br />There will be no exceptions to the moratorium other than those associated <br />with public necessity (hospitals, fire stations, etc.). <br />D. Hookup Policy (Additional Laterals) <br />The facts concerning hookup are: <br />Ys <br />a. Homeowners were afforded the opportunity to add, delete or move lateral <br />locations prior to the time of setting final assessments (November 1984). <br />At that time, the project subsidized cost to homeowners for an additional <br />4" lateral was $132. <br />
