1.0 INTRODUCTION <br />The Ahtna Forgen Joint Venture (JV) has developed this Haul Road plan in accordance with the section <br />01 50 00 Temporary Construction Facilities and Controls, Paragraph 2.2.1 Haul Roads of the contract <br />specifications for the Lower San Joaquin Reach TS30L. This plan also meets the requirements of <br />Section 4 of EM 385-1-1. <br />2.0 PRECONSTRUCTION & POST CONSTRUCTION <br />The JV will perform preconstruction and post construction survey. Following completion of work the JV <br />will restore haul roads outside of the active work area to pre-project conditions and will construct haul <br />roads within the active work area to the lines and grades indicated in Contract Drawings. The JV will <br />complete and submit the preconstruction access road and staging area survey as outlined in <br />Specification 01 00 00 Paragraph 1.13.2.2, including digital video and digital photographs of all public, <br />private and project access or right-of-way roads before construction begins. The digital video and the <br />digital photographs will be submitted to the Government prior to the start of construction operations. <br />The JV will also submit a Post-Construction Access Road and staging area survey after completion of <br />the project. The Post-Construction Access Road and staging area survey will include digital video and <br />digital photographs of the same area where preconstruction digital video and digital photographs were <br />taken. <br />3.0 HAUL ROADS <br />The JV will use public roads, the top of the levee, and the existing maintenance roads within the <br />construction limits shown in the drawings. The minimum width for haul roads will be 12-ft. Trucking will <br />be coordinated as best possible to maintain efficient production and safe traffic ways for incorporated <br />employees. On March Lane, West of I-5, Haul trucks will only be using the middle lane in each <br />direction except at the final merging access points. Traffic will be one-way and one truck at a time for <br />both entering and exiting the bridge, extending all the way to the borrow site and back. <br />4.0 TRAFFIC CONTROL <br />The Traffic Control Plan will be submitted under a separate transmittal for this project. The JV will <br />install all necessary signs, barricades and distinctive markings for the safe movement of traffic. The <br />JV shall not move, or cause to be moved, any equipment or vehicle upon an access or haul road <br />unless the roadway is constructed and maintained to safely accommodate the movement of the <br />equipment or vehicle involved. To avoid haul road hazards, the JV shall utilize existing and install <br />temporary fencing to delineate work limits and haul roads for public safety. The Traffic Control Plan <br />also utilizes signage and flagging to manage the risk of hazards such as pedestrian and bicycle traffic. <br />The JV will also utilize additional signage and delineation as needed to reduce hazards when hazards <br />cannot be fully removed. <br />2 | P a g e
