The Traffic Control Plan will be submitted under separate transmittal which will show additional
information in reference to haul route signage, traffic control devices, and flaggers not included in this
submittal.
4.1 Right of Way
At the borrow site: Traffic will be one-way for both entering and exiting the bridge, extending to the
borrow site and back. Brookside Road within the project limit will be used along the levee crown for
hauling materials to and from the construction site. General right-of-way rules will be utilized:
1. Larger vehicles (more axles) shall have the right-of-way over smaller vehicles.
2. Loaded vehicles shall have right-of-way over unloaded vehicles.
4.2 Traffic Density
The JV will monitor traffic density daily dependent on production, truck availability, material needs,
onsite traffic, stockpiling, railroad hindrance, and onsite conditions. Import and/or export trucking shall
be managed to reduce the amount of onsite staging. Estimated average trucks for importing material is
around 40 trucks making around 5 round trips from the borrow/quarry to the project site. The average
traffic density would be 20-trucks per 12.4-miles (8-trucks/mile). This would be if all trucks were onsite
at one time, but the plan is to space them equally out for efficiency of loading and unloading. The
truck haul hours will be between 8:00 AM to 4:00 PM.
Speed limits will be limited to between 5 – 10 mph on the levee crown, borrow site, and any unpaved
surfaces. None of the vertical curves or grades along the project haul route and levee crown exceed
12% or 10% for more than 400 ft.
4.3 Flaggers and Signage
The JV will utilize flaggers where public traffic intersects with construction traffic at project site
entrance and exit. Additional flaggers will be added during hauling operations at the borrow site to
properly route/manage one-way traffic at the railyards bridge entering/exiting borrow site.
The JV will install signage for public safety and traffic control per specification section 01 50 00, sub
paragraph 2.1, Temporary Signage and the provided plan sheets GC-101 through GC-103. Additional
Traffic Control signage will be installed along the haul route per the Traffic Control Plan.
5.0 DUST CONTROL
The Dirt and Dust Control Plan will be submitted under separate transmittal for providing measures to
be implemented by the JV and its subcontractors to minimize dust during the construction of LSJRR-
TS30L project.
The JV will use flagmen, signs, and/or limiting speeds to 15 m.p.h. as best management practices.
Speed limits on the top of the levee and other unpaved roads will be limited to between 5 - 10 m.p.h.
6.0 PERMITS
All required permits will be submitted under separate transmittals
3 | P a g e
