Department of Transportation - Division of Maintenance <br />Structure Maintenance & Investigations <br />INSPECTION COMMENTARY <br />SCOPE AND ACCESS <br />All elements listed in the "Underwater Elements Investigated" section of the report were inspected below the high waterline mark. The <br />inspection of the remainder of the element and all other elements is the responsibility of the routine inspection. <br />This structure was inspected using surface -supplied diving equipment and techniques. Diving operations were staged from the Caltrans <br />dive boat "Scow". The boat ramp at the Tracy Wildlife Association was used. This boat ramp is just to the west of the bridge. <br />This underwater inspection follows the procedures of Section 5.4 of the SM&I Procedures Manual. <br />SUBSTRUCTURE <br />All submerged elements were covered with a thin layer of marine growth which could easily be removed by the diver's gloved hands. This <br />condition allowed for a 100% Level I inspection and a minimum of 10% Level II inspection of the submerged portions of the elements. <br />For reference purposes, the tidal water elevation was 1 foot above Mean Lower Low Water (MLLW) at the time of the inspection, based <br />on the NOAA tide station Grant Line Canal Draw Bridge, CA (ID: 9414785). At the time of this inspection, the distance from the bottom of <br />Girder 3 at Pier 5 to the water surface was measured at 17 feet. Where possible, water depths have been corrected to the MLLW Datum. <br />The following corrected depths and/or miscellaneous conditions were noted: <br />Pier 4: <br />Left (west) nose mudline - 0.0 feet <br />Right (east) nose mudline - 0.0 feet <br />Pier 5: <br />Left (west) nose mudline - 4.0 feet <br />Right (east) nose mudline - 4.0 feet <br />Pier 6: <br />Left (west) nose mudline - 7.0 feet <br />Right (east) nose mudline - 7.0 feet <br />Element 210, Pier Wall -RC <br />See ELI table for condition state and rating. <br />Prior to this inspection the SNBI B.C.15 UW Inspection Condition Rating was not populated. The conditions present on the date of this <br />inspection are consistent with a SNBI rating of 6. <br />WATERWAY <br />Prior to this inspection the SNBI B.C.09 Channel Condition Rating was directly transitioned from the NBI Item 61 Channel and Channel <br />Protection Rating and was coded 6. The conditions present on the date of this inspection are consistent with a SNBI rating of 6. <br />Prior to this inspection the SNBI B.C.10 Channel Protection Condition Rating was rated as 6. The conditions present on the date of this <br />inspection are consistent with a SNBI rating of N. There are no channel protection devices in place. <br />Prior to this inspection the SNBI B.C.11 Scour Condition Rating was directly transitioned from the NBI Item 113 Scour Critical Bridge <br />Rating and was coded 5. The conditions present on the date of this inspection are consistent with a SNBI rating of 6. The footing is <br />exposed at Pier 7. <br />Prior to this inspection the SNBI B.AP.03 Scour Vulnerability rating was directly transitioned from the NBI Item 113 Scour Critical Bridge <br />Rating and was assigned a temporary rating of AB-T.
