(Apex)has been authorized by Williams Tank Lines,Inc. (Williams) to <br /> submit this investigation workplan in response to the Central Valley Regional Water Quality <br /> Control Board(CVRWQCB) electronic correspondence dated March 27,2013,regarding the <br /> above referenced site(Figure 1). A copy of the CVRWQCB electronic correspondence is <br /> included as Appendix A. This workplan has been prepared to evaluate the lateral and vertical <br /> extent of petroleum-impacted soil and groundwater at the subject site and to identify contaminate <br /> transport and exposure pathways in order to assess the risk to the environment and human health <br /> posed by the site. <br /> This workplan has been developed, in part,on the basis of information obtained by Apex,from <br /> Williams and is subject to modification as newly acquired information may warrant. <br /> SITE DESCRIPTION <br /> The subject site is located at 28005 Lone Tree Road across from 27282 Lone Tree Road,Escalon <br /> in San Joaquin County,California. The location of the spill is currently being utilized as almond <br /> orchards and other agricultural farming. <br /> BACKGROUND <br /> November 7, 2012—A Williams tanker truck carrying unleaded gasoline was traveling <br /> eastbound on Lone Tree Road,left the traveled roadway and rolled over in the shoulder on the <br /> north side of Lone Tree Road. The shoulder on which the tanker crashed is utilized as drainage <br /> and is property of San Joaquin County.
