Woodward Ave. Manteca, CA 95337 <br /> Dear Mr. Luoma, <br /> The Brown Sand mine referenced above is now an "Idle Mine", because the mine has <br /> curtailed for a period of one year or more its surface mining operations by more than 90 <br /> percent of its previous maximum annual mineral production, and has the intent to resume <br /> these surface mining operations at a future date. <br /> Ref. SMARA Sec. 2727.1 <br /> The purpose of this IMP is to prevent or minimize adverse environmental effects from <br /> this idle mining operation; and protect public health and safety from the residual hazards <br /> associated with this idle mine. <br /> Ref. SMARA Sec. 2727.1 <br /> The following measures will be implemented to maintain the mine in compliance with <br /> SMARA and conditions of approval. <br /> Brown Sand estimates that there remains a minimum of 2 million cubic yards of <br /> permitted reserve. However, much of this reserve lies under the processing plant, shops, <br /> and office. These structures are in the process of being removed from the site. One shop <br /> has already been removed completely. The processing plant has been almost completely <br /> dismantled and removed. The equipment is in the process of being installed at Brown <br /> Sand's Mossdale mine, sold, or cut up for scrap. <br /> Once these structures have been removed, excavation of the reserve for sand can <br /> continue, with the raw sand being transported for processing at the Mossdale mine. <br /> Overburden would continue to be sold as engineered fill. <br /> The following conditions of permit EP-83-1 relating to safety hazards and environmental <br /> effects require the following, which are relevant to this IMP: <br />
