Woodward Ave. Manteca, CA 95337
Dear Mr. Luoma,
The Brown Sand mine referenced above is now an "Idle Mine", because the mine has
curtailed for a period of one year or more its surface mining operations by more than 90
percent of its previous maximum annual mineral production, and has the intent to resume
these surface mining operations at a future date.
Ref. SMARA Sec. 2727.1
The purpose of this IMP is to prevent or minimize adverse environmental effects from
this idle mining operation; and protect public health and safety from the residual hazards
associated with this idle mine.
Ref. SMARA Sec. 2727.1
The following measures will be implemented to maintain the mine in compliance with
SMARA and conditions of approval.
Brown Sand estimates that there remains a minimum of 2 million cubic yards of
permitted reserve. However, much of this reserve lies under the processing plant, shops,
and office. These structures are in the process of being removed from the site. One shop
has already been removed completely. The processing plant has been almost completely
dismantled and removed. The equipment is in the process of being installed at Brown
Sand's Mossdale mine, sold, or cut up for scrap.
Once these structures have been removed, excavation of the reserve for sand can
continue, with the raw sand being transported for processing at the Mossdale mine.
Overburden would continue to be sold as engineered fill.
The following conditions of permit EP-83-1 relating to safety hazards and environmental
effects require the following, which are relevant to this IMP:
