<br />centerline of the roadways and twelve inches (12'')a:t1he bottoms of borrow ditches each side of the roadways.The depths of structures shall be established
<br />below a flat plap.e extending across therights-of-way,no part of which shall extend above the elevations stated above;manhoie.s.lampholes,~alves.etc.not
<br />included.Future surface elevations shall be anticipated as nearly as possible and structure elevations shall be established for future adjustments'accordingly.
