From: "Robert Lopez [EH]" <rlopez@sicehd.com>
Date: November 27, 2018 at 4:48:58 PM PST
To: Felix Villegas<fvillegas@sicoe.net>
Subject: R0537926; Nelson Center Training Records Submittal Review
Mr. Villegas,
I have reviewed today's evacuation drill roster submittal and found the following issues:
• Violation#11 - Employee training records; violation remains open:
- Training is required for all employees in safety procedures in the event of a release or
threatened release of a hazardous material, including, but not limited to:
■ Familiarity with the emergency response plans and procedures in the event of a release
or threatened release of a hazardous material.
■ Immediate notification contacts to the appropriate local emergency response personnel
and to the unified program agency.
■ Procedures for the mitigation of a release or threatened release to minimize any
potential harm or damage to persons, property,or the environment.
■ Evacuation plans and procedures, including immediate notice, for the business site (the
record submitted on 11/27/18 satisfies this element of training).
As a reminder it is the policy of the EHD to send a past due notice once the violation due date of
November 16, 2018 has passed; all time spent attempting to obtain compliance may be billed at$152 an
hour.
As of September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule
an appointment, please call (209)468-3420.
You may call me if you have questions or need clarification.
Respectfully,
Robert Lopez
Hazardous Materials Specialist II
San Joaquin County
Environmental Health Department
1868 E.
