LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 68 <br />EALs in use at LLNL also allow for discretionary implementation by the responsible EMDO. <br />Additionally, the EMDO will use the North America Emergency Response Guidebook (or <br />“Orange Book” – latest edition) for categorization and classification of transportation-related <br />HazMat events. <br />The EMDO Handbooks are updated when EALs change due to revisions to EPHAs. Locations of <br />controlled copies of the EAL books may be found in Emergency Programs Organization files. <br />Additional detail regarding EAL development and use may be found in Emergency Programs <br />Organization plans/procedures. <br />5.2.2 Protective Action Sheets Description <br />Protective Action Sheets (PASs) provide worst-case evacuation and shelter-in-place protective <br />actions for analyzed events in EPHA facilities that have the potential of generating a hazardous <br />material plume. PASs are derived directly from the pre-determined protective action and <br />protective action recommendation information found in the corresponding facility EAL matrix. <br />ACFD ICs use the PASs and their professional fire service training to determine initial protective <br />actions for incidents/events involving hazardous materials and scenarios identified in facility- <br />specific EPHAs. <br />5.2.3 Use of Emergency Action Levels and Protective Action Sheets <br />All ACFD ICs (Captains and Battalion Chiefs) resident at LLNL are trained on PAS information, <br />including event description, conservative protective actions, and when to contact the EMDO to <br />inform him/her that an Operational Emergency might be in progress. PASs are included with <br />Fire Department run cards brought to the event scene. Upon arrival at an incident scene, the <br />ACFD IC gathers information about the incident and contacts the EMDO, who consults with the <br />IC to determine whether or not the incident is an Operational Emergency based on the applicable <br />EALs. The ACFD IC should issue conservative protective actions as prescribed in PASs for <br />onsite populations, and should consider implementing protective actions for offsite populations if <br />prescribed in PASs for General Emergency events. <br />In the unexpected event that an IC issues protective actions that are not as conservative as <br />prescribed by the PAS, it is the duty of the EMDO to advise the IC on the default EAL protective <br />action distances for both onsite and offsite populations. Unless the IC believes the default <br />guidance would cause more harm than good, the most conservative protective actions should <br />always be implemented onsite. For offsite populations, Laboratory authorities can only make <br />recommendations on what protective actions to implement, based on default guidance provided <br />in EALs and consequence assessment information. It is the responsibility of the ACFD IC or <br />local law enforcement to ensure offsite personnel are properly protected.
