LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 69 <br />If a release or potential release of radiological or non-radiological hazardous material poses a <br />threat to workers and/or the public, the EMDO may categorize the event as an Operational <br />Emergency and then classify the event as an Alert, Site Area Emergency, or General Emergency, <br />depending on the EAL. The appropriate categorization/classification level will be declared <br />following event identification using the applicable EALs. For security-related incidents, the PFD <br />Security IC gathers information about the incident and contacts the SDO, who consults with the <br />EMDO to determine whether or not the incident is an Operational Emergency based on the <br />applicable EALs. <br />Under Unified Command, declaration of an Operational Emergency may be warranted based on <br />law enforcement or security concerns not involving or potentially involving hazardous materials. <br />In this case, the EMDO declares the Operational Emergency and determines the categorization <br />and classification based on a description of the situation provided by the SDO. Classification of a <br />Security Operational Emergency as an Alert, Site Area Emergency, or General Emergency is <br />based on the potential for a release of hazardous materials and the projected consequences. The <br />PFD procedures describe notification of Security Organization management and the Battalion <br />Chief. These notification guidelines are provided for in the PFD’s Tactical Defense Plan. <br />Depending upon the event, the SDO, in consultation with the Security Organization Director or <br />designee and NNSA/LFO, may recommend implementation of a Security Condition (SECON) <br />level commensurate with the threat posed to LLNL by the event. Actions and criteria for <br />implementing a security condition level are described in the LLNL Security Conditions <br />Implementation Plan. <br />As described in Section 2.4 of this Emergency Plan, the EMDO activates the ERO based on <br />event categorization/classification and in accordance with Emergency Programs Organization <br />plans/procedures (see Table 2.3). Activation of all facilities is automatic for General <br />Emergencies. Activation of all facilities, except the JIC (LEDO discretion in consultation with <br />the PAO Manager), is automatic for Site Area Emergencies. For other emergency events, <br />including Operational Emergencies at the Alert level, activation is based on LEDO guidance.
