LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 92 <br />10.1 Public Information Organization <br />The PIM directs the emergency response activities of the PAO. The PIM is supported by a <br />Newswriter located in the EOC and by personnel staffing the PAO DOC or, if activated, the JIC. <br />Specialists in news media relations, community relations, and employee communications, <br />supported by administrative and technical support personnel, staff the PAO DOC or the JIC. <br />Under the direction of a PAO DOC Commander, who reports to the PIM, the PAO staff will <br />respond to news media and public inquiries, issue news releases and other formal <br />communications, host visiting news media, arrange news conferences and interviews, and <br />monitor news media reports. The PAO DOC Commander will apprise the ED and the <br />Emergency Management Team, through the PIM, of news media, community and employee <br />interest in the emergency as well as rumors concerning emergency conditions or response. <br />10.2 Public Information Facilities <br />10.2.1 Public Affairs Office Department Operations Center <br />The PAO DOC serves as a communication center and work area for LLNL emergency public <br />information staff. The PAO DOC will be activated and used in the event of an Operational <br />Emergency that does not require or warrant JIC activation, or may be utilized until the JIC can be <br />activated. New emergency information will be released to the public and news media from the <br />PAO DOC, based on details provided by the EOC Public Information Manager. Response to <br />public and media telephone inquiries, employee communications, community relations, and <br />rumor control will be handled from the PAO DOC. The Primary PAO DOC is located at the <br />Public Affairs Office main location in Building 111, fourth floor. Designated rooms at this <br />location will be used as work areas and the communications center. Media briefings will take <br />place in the Press Room in the Public Affairs Office’s Trailer 6575, which is equipped to seat up <br />to twenty members of the news media. Alternate PAO DOCs are available should the Primary <br />PAO DOC be unavailable. The Alternate PAO DOCs are located in Building 123, Conference <br />Room A, the Public Affairs offices in Trailer 6575, Rooms 101-102, or Robert Livermore <br />Community Center at 4444 East Avenue in Livermore, CA. The Palo Verde Room at this <br />location would serve as a work area for PAO staff and spokespersons, while the Larkspur Room <br />would serve as the News Media Room. Each PAO DOC is equipped with telephones, computer <br />hookup, overhead and video projection capability, visual aids, informational handouts for news <br />media, public address system, podium, copier, fax machine, toilet facilities and adequate parking <br />space. <br />Key LLNL PAO staff are equipped with pagers, cellular phones, laptop computers and two-way <br />radios with access to Laboratory frequencies. A PAO duty officer is on-call 24 hours-a-day, <br />7 days-a-week.
