LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 93 <br />10.2.2 Joint Information Center <br />Located at the Robert Livermore Community Center, 4444 East Ave. in Livermore, CA, the JIC <br />is the location for coordination and release of information in the event of an LLNL emergency <br />with potential for offsite health and safety impact and need for public protective action. The JIC <br />may be activated in the event of any emergency at LLNL requiring offsite public protective <br />action. Personnel assigned to the JIC are there to support their own agencies, as well as the <br />common goal of informing the public of emergency response activities. A single individual, the <br />JIC Manager, will be in charge of JIC operations at all times to handle logistical problems, <br />disputes and questions from JIC staff concerning operations. However, in the event of an <br />emergency with severe offsite public health and safety implications, the senior Alameda County <br />Public Information Officer may serve as the JIC Manager. Per the Emergency Public Information <br />Plan, NNSA/LFO has authorized LLNL PAO to establish, direct, and coordinate JIC operations <br />on its behalf. <br />LLNL PAO representatives may be dispatched to an emergency scene if conditions permit or to <br />a local hospital to meet with news media that may travel to these locations. Per the Emergency <br />Public Information Plan, NNSA/LFO has authorized LLNL PAO to serve on its behalf as the <br />public information officer to an emergency public information team involved in an offsite <br />response deployment. <br />10.2.3 Robert Livermore Community Center <br />The Palo Verde Room at the Robert Livermore Community Center would serve as a work area <br />for PAO staff and spokespersons, while the Larkspur Room would serve as the News Media <br />Room. If needed, public information officers from Federal, State and local emergency response <br />organizations will come together at the JIC to coordinate and release emergency information t o <br />the public through the news media. New emergency information will be released from the JIC <br />via news releases and media briefings. Response to public and media telephone inquiries, <br />employee communication, community relations and rumor control will be handled from the JIC. <br />The JIC is equipped with telephones, computer hookups, overhead and/or video projection <br />capability, visual aids, informational handouts for news media, public address system, podium, <br />copier, fax machine, toilet facilities and adequate parking space. The Livermore Area Recreation <br />and Parks District is responsible for maintenance of this facility and its associated permanent <br />equipment. LLNL PAO is responsible for maintenance of equipment that it stores at this location <br />for utilization when the JIC is activated. <br />10.3 Public Education <br />The LLNL PAO has established an emergency public education website <br />(https://www.llnl.gov/about/emergency-communications) to ensure that information is available <br />to the public concerning emergency points-of-contact, protective actions, emergency response <br />activities, and how the public will be notified should an emergency occur.
