LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 31 <br />2.3.1.2 Environment, Safety, and Health Teams <br />The ES&H Teams are composed of ES&H specialists and technicians from the ES&H <br />Directorate. The ES&H Teams provide direct support to Laboratory programs/facilities and are <br />the key interface between line organizations and ES&H support organizations. During <br />emergencies, they provide technical support and consultation to the on-scene IC, be it Security or <br />Fire. The IC works closely with the area ES&H Team through the ES&H Team Leader to <br />develop an incident action plan for controlling emergencies. This plan identifies health and <br />safety requirements, strategic goals, and tactical objectives to protect life, the environment, and <br />property. Under the direction of the IC, a liaison (e.g., ES&H Team Leader, deputy, or technician <br />supervisor) for the cognizant ES&H Team will coordinate all ES&H Team activities at the <br />emergency scene. <br />During normal working hours, ES&H Team members respond to the emergency scene and report <br />to the IC. <br />2.3.1.3 Protective Force Division <br />The LLNL Security Organization’s PFD provides rapid uniformed and armed protection <br />response for the Laboratory. The PFD derives its authority under Section 161K of the Atomic <br />Energy Act of 1954, as amended (42 U.S.C. 2201K), to carry firearms while engaged in the <br />performance of official duties and to make arrests without warrant for violations of the Atomic <br />Energy Act of 1954. <br />2.3.2 Emergency Operations Center <br />The EOC is a facility that allows for centralized coordination for the overall LLNL response to <br />an Operational Emergency. The EOC is used to establish and maintain communication with the <br />various DOCs and IC. Once activated and operational, the EOC staff develops the primary <br />situation and damage/consequence assessment information. In consultation with the EBCC, the <br />EOC staff sets overall policy and priorities for responding to the emergency and for initial <br />recovery activities. At the discretion of the LEDO, the EOC may also be activated for events that <br />are not Operational Emergencies. The LLNL EOC is normally in stand-by status and ready for <br />activation (see Table 2.1 and Section 2.4). <br />The EOC staff also handles Multi-Agency Coordination required by SEMS/NIMS. Specifically, <br />this involves the communication, coordination, and cooperation between LLNL and <br />entities/jurisdictions involved in the response by providing information and insight for the <br />decision-makers in these entities/jurisdictions. The general composition of the EOC staff consists <br />of representatives from LLNL and NNSA. Typical EOC cadre configuration is shown in <br />Figure 2.4.
