LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 72 <br />6 EMERGENCY NOTIFICATIONS AND COMMUNICATIONS <br />Protocols are in place for the prompt initial notification of Laboratory emergency response <br />personnel, onsite personnel, and offsite emergency response personnel/organizations including <br />LLNS parent organizations, NNSA/LFO, NNSA/DOE HQ, and other Federal, State, and local <br />organizations. Communication systems are also in place to provide for continuing effective <br />communication among the EROs, both offsite and onsite, throughout an Operational Emergency. <br />6.1 Notifications <br />6.1.1 Offsite Agency Notification <br />The EMDO has the responsibility for offsite notifications until the EOC has been declared <br />operational and the on-duty LEDO has assumed the role of ED and accepts responsibility for all <br />subsequent notifications. The offsite agencies in the following list will be notified within fifteen <br />(15) minutes of the declaration of an Operational Emergency involving hazardous materials <br />(Alert, Site Area Emergency, or General Emergency). In an Operational Emergency not <br />involving hazardous materials or is determined to be non-classifiable, offsite agency notifications <br />will be accomplished within thirty (30) minutes. <br />Offsite officially required notifications are made to: <br />For all Operational Emergencies: <br /> NNSA/LFO Emergency Management SME <br /> DOE/NNSA HQ Operations Center Watch Office <br /> Alameda County Sheriff ‘s Office Dispatch Center (San Leandro, CA) <br /> Alameda County Sheriff ‘s Office, Office of Homeland Security and Emergency Services <br />(Dublin, CA) <br /> Alameda County Regional Emergency Communications Center (LLNL) <br /> State of California Governor's Office of Emergency Services Warning Center (Mather, <br />CA) <br />Site 200 (Livermore site) Operational Emergencies also include: <br /> City of Livermore Police Department Dispatch Center <br /> Livermore/Pleasanton Fire Department Dispatch Center <br /> Sandia National Laboratories/California Security Dispatch Center
