LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 73 <br />Site 300 Operational Emergencies also include: <br /> City of Tracy Fire Department Dispatch Center <br /> City of Tracy Police Department Dispatch Center <br /> San Joaquin County Sheriff Department Dispatch Center <br /> San Joaquin County Sheriff Department Office of Emergency Services <br />Follow-up notifications will be provided when significant changes in conditions occur, <br />classification of the emergency event changes (not downgraded), protective action <br />recommendations are revised, and the emergency has been terminated. <br />Each of the agencies listed above has provided primary and back-up numbers to be called for <br />initial notifications in addition to facsimile numbers to receive follow-up hard copy. These <br />numbers are reviewed and verified on a quarterly basis. To ensure consistency of the information <br />provided, notifications are made using the LLNL Emergency Notification Form. <br />Initial notifications are made by the EMDO using the Emergency Programs Organization’s <br />emergency information notification system. The EMDO will fill out the Emergency Notification <br />Form, and then enter the information into the system which sends the information to the offsite <br />agencies. If the system malfunctions, the EMDO can verbally provide the notification <br />information to the ORDO, or EOC staff (Notifications Officer), and it can then be manually <br />transmitted to designated agencies. <br />After the EOC has been declared operational, the ED assumes responsibility for subsequent <br />notifications, which are normally handled by the Notifications Officer. Offsite agencies should <br />initially be notified via the Emergency Programs Organization’s emergency information <br />notification system. In addition, the EMDO should provide an additional prompt oral <br />communication to DOE HQ Operations Center Watch Office following any emergency <br />declaration, followed by telefax and/or e-mail. If for any reason the EMDO fails to make prompt <br />oral notification to DOE HQ Operations Center Watch Office, the Liaison Officer or <br />Notifications Officer will make the initial prompt oral notification to DOE HQ Operations <br />Center Watch Office following EOC activation, based on information provided on the initial <br />Emergency Notification Form. The Liaison Officer also establishes, as appropriate, <br />communications with offsite EOCs. Once initial verbal notifications are completed, the <br />Notifications Officer makes all follow-up notifications to DOE HQ Operations Center Watch <br />Office and is responsible for overseeing the notification process within the EOC to ensure further <br />notifications and/or updates are completed in accordance with Emergency Programs <br />Organization plans/procedures. <br />When notified of an emergency at LLNL, the ACSO’s Office of Homeland Security and <br />Emergency Services notifies other appropriate State of California entities. The Office of <br />Homeland Security and Emergency Services also coordinates and authorizes use of the State of <br />California’s emergency broadcast system.
