LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 74 <br />6.1.2 Onsite Notifications <br />When a potential Operational Emergency not involving hazardous materials occurs, the IC is <br />responsible for notifying emergency response personnel and potentially impacted onsite <br />personnel of initial protective actions. The Fire Department Battalion Chief, or SDO for security <br />events, is required to contact the EMDO, who may categorize the event as an Operational <br />Emergency and initiate notifications, including appropriate offsite authorities and the LEDO. <br />If the Operational Emergency involves or has the potential to involve significant quantities of <br />hazardous materials, the EMDO may further classify the event as an Alert, Site Area Emergency, <br />or General Emergency, brief the LEDO, call-out the ERO, and initiate offsite agency <br />notifications. The LEDO notifies the Director’s Office and other applicable senior LLNL and <br />LLNS management in accordance with notification policies and protocols. <br />If a Site Area Emergency or General Emergency has been declared, the entire ERO and <br />supporting emergency response facilities, with the exception of the JIC (at Site Area <br />Emergency), will be activated. If an Operational Emergency Not Requiring Further <br />Classification or Alert has been declared, the level of activation will be determined by the <br />LEDO/ED per Table 2.3. The ERO will be called out via the Emergency Programs <br />Organization’s emergency information notification system (AtHoc), a digital system that uses <br />telephones to relay appropriate event information. A manual call-out back-up system, utilizing <br />the ORDO, is also available. The EMDO has the responsibility for offsite notifications until the <br />EOC has been declared operational and the on-duty LEDO has assumed the role of ED and <br />accepts responsibility for all subsequent notifications. <br />6.1.3 Departmental Radiological Emergency Response Assets <br />When there is a need for offsite DOE/NNSA national assets to support an onsite emergency <br />response, the ED will make a request through NNSA/LFO. Position checklists for the LFO <br />Emergency Manager (LFO 151.1.1, Emergency Manager) and the LLNL ED <br />(EPO-Checklist-03, Emergency Director) ensure requests for national assets are properly <br />coordinated through LFO when the EOC is activated. If an onsite emergency is not in progress, <br />requests for national assets will be directed to the LEDO, who will forward the request to the <br />LLNL Deployment Point-of-Contact per the current version of the LEDO Quick Reference <br />Handbook. The LLNL Deployment Point-of-Contact coordinates the request with LFO, who <br />approves or denies the request. <br />6.1.4 NNSA Field and Headquarters Operations Center Watch Office Notifications <br />The EMDO has the responsibility for offsite notifications until the EOC has been declared <br />operational and the on-duty LEDO has assumed the role of ED and accepts responsibility for all <br />subsequent notifications. Upon categorization of an Operational Emergency and/or declaration of <br />a classifiable emergency, the NNSA/LFO Emergency Management SME and the DOE/NNSA <br />HQ Operations Center Watch Office are notified via telephone, telefax and/or e-mail, as a part of
