LLNL Emergency Plan <br />Rev-22 <br />January 2017 <br /> <br /> 110 <br />Specifically, the exercise program provides the following: <br /> Management and administration of the exercise planning process <br /> Conduct of exercises <br /> An evaluation process <br /> An improvement process that includes lessons-learned and corrective actions <br />14.1.1 Exercise Design and Development <br />Planning and scheduling of exercises requires the involvement and cooperation of multiple <br />organizations at LLNL. To that end, the Emergency Programs Exercise Planning Committee was <br />developed. The Emergency Programs Exercise Planning Committee is chartered to provide <br />consistent direction and guidance for the planning, preparation, conduct, control and evaluation <br />of integrated drill and exercise activities at LLNL. <br />A scenario development working group comprised of representatives from affected <br />organizations/agencies/facilities is established for each exercise evolution at LLNL. The scenario <br />development working group is co-chaired by a representative from the organization of primary <br />focus for the exercise, and contains members from the planning committee along with selected <br />specialists. DOE Guide 151.1-3, Programmatic Elements, Table 3-1 provides the general <br />framework for the planning process at LLNL. <br />14.1.2 Exercise Package <br />The exercise package contains all the documentation necessary to execute, control, and evaluate <br />the exercise; however, the extent of information will vary with the scope and complexity of the <br />specific exercise. The exercise package is developed in accordance with DOE Guide 151.1-3 as <br />described in the Emergency Programs Organization plan for drills and exercises. <br />14.1.3 Control and Evaluation Process <br />Exercises are controlled and evaluated in accordance with DOE Guide 151.1-3 and as required <br />per Emergency Programs Organization plans/procedures for drills and exercises. Controllers are <br />assigned to each venue participating in the exercise. Controllers are also formally trained, <br />including exercise-specific training. Controllers and evaluators, who participate annually in an <br />exercise within their area of expertise, are considered current for the drill/exercise component of <br />ERO training. <br />Exercises are formally evaluated based on evaluation modules developed from exercise <br />objectives and implementing plans/procedures. Evaluators have technical expertise in the area <br />being evaluated, are formally trained on the exercise evaluation process and also receive training <br />specific to the exercise they will evaluate.
