The following observations were made during the inspection: -At 865 Corp Yard, two fluorescent tubes were stored open and unlabeled. -At Corp Yard north of 865, there were electronics waste and a CRT stored on the ground and a pallet including a microwave, a computer monitor, a keyboard, and lamps without a label. -At building 874, electronics waste was stored on a pallet outside without a label. Universal waste may be accumulated for no longer than one year from the date the universal waste was generated. The universal waste handler shall be able to demonstrate the length of time that the universal waste has been accumulated. Since it could not be demonstrated how long this waste was stored on site, immediately dispose of this waste and submit a copy of the disposal receipt to the EHD. This is a Class II violation. 715 CCR 66273.39 Failed to keep complete records of each shipment of universal waste for three years. Copies of universal waste disposal records for 2012, 2013, 2014 and 2015 were not found on site. Universal waste shipments are going to the Livermore facility for disposal according to Kenneth Newman. Universal waste disposal records shall be retained for three years and have them readily available for review. Immediately locate a copy of all universal waste disposal receipts for the last three years, maintain them on site, and submit copies to the EHD. This is a Class II violation. Overall Inspection Comments: ***THIS IS THE FULL OFFICIAL INSPECTION REPORT**' The inspection report was completed on October 28, 2015. This full official inspection report supersedes the checklist that was left on site with John Scott on October 19, 2015. One added violation, item # 401, is included in this inspection report that was not reflected on the checklist that was left on site. The inspection lasted for 5 days and included the following dates: September 30, 2015 October 1, 2015 October 5, 2015 October 15, 2015 October 19, 2015 Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork within 30 days of receipt of full official inspection report.
