LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 1 <br />EXECUTIVE SUMMARY <br />The Lawrence Livermore National Laboratory Emergency Management Plan (hereafter referred <br />to as the "Emergency Plan" or “EPlan”) documents the organizational management and <br />administrative control of Lawrence Livermore National Laboratory’s (LLNL) all-hazards <br />comprehensive emergency management program as required by the Department of Energy <br />(DOE) Order 151.1D, Comprehensive Emergency Management System. This Emergency Plan <br />provides an overview of the roles, responsibilities, and lines of authority for the Emergency <br />Response Organization (ERO). The ERO maintains the capability to respond to and mitigate the <br />effects of hazards associated with emergencies; to direct protective actions for site personnel; to <br />notify offsite agencies and provide protective action recommendations for the public; to recover <br />from an Operational Emergency, minimizing impact to onsite operations and security; and to <br />limit adverse impacts to the environment. <br />This Emergency Plan and associated implementing documents address the contractor applicable <br />requirements of DOE Order 151.1D that requires contractors to establish and maintain a <br />documented emergency management program that implements the requirements of this Order <br />and applicable Federal, State, and local laws, regulations, and ordinances for fundamental worker <br />safety programs (e.g., fire, safety, and security). <br />A summary of the contents of each section in this Emergency Plan follows: <br />Section 1 Provides an introduction to this Emergency Plan by stating the mission of <br />LLNL as well as discusses the purpose, scope, and concept of operations. <br />Site and facilities descriptions and a summary of the all-hazards <br />survey/hazards assessment process for LLNL are included. <br />Section 2 Describes the overall organizational structure of the site and the ERO, <br />which emphasizes responsibilities, lines of authority, and command and <br />control of preparedness and response elements. <br />Section 3 Describes the interface with those Federal, State, and local agencies that <br />may be involved in a response to an Operational Emergency. Includes <br />information on formally-documented agreements with offsite agencies. <br />Section 4 Describes emergency response facilities and equipment that might be used <br />during an emergency or recovery. <br />Section 5 Defines Operational Emergencies and provides an overview of the process <br />used for categorization and classification of Operational Emergencies at the <br />Laboratory. Discusses the process used to declare an Operational <br />Emergency. <br />Section 6 Describes the process for onsite and offsite notifications. Also describes <br />communications to onsite personnel and offsite agencies.
