LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 4 <br />flexible and adaptable to the needs of all emergency responders in the State. SEMS incorporates <br />the use of the National Incident Management System (NIMS), the Incident Command System <br />(ICS), Multi-Agency Coordination System, the California Master Mutual Aid Agreement, <br />existing mutual aid systems, and Operational Area Concept. <br />DOE Order 151.1D states that the established ERO at each DOE/NNSA site is a structured <br />organization with overall responsibility for initial and ongoing emergency response. Control at <br />the event/incident scene must be consistent with the NIMS ICS. <br />This Emergency Plan implements the emergency planning requirements of DOE Order 151.1D, <br />Contractor Requirements Document (CRD), et seq., and complies with NIMS/SEMS <br />requirements. <br />1.1.1 Update of the Emergency Plan <br />This Emergency Plan is reviewed annually by appropriate personnel in the EMD and the <br />Institutional Operations Review Board. The plan is updated if there are significant changes to the <br />program (i.e., changes to organization structure, EPZs, etc.). The LLNL submits the plan to the <br />Livermore Field Office (LFO) Manager for approval no less than every three years. <br />The review and signature of the Department Head of EMD represents formal LLNL approval. <br />1.1.2 Distribution of Copies <br />Updates to this Emergency Plan are distributed internally, at a minimum, to: <br />• Laboratory Deputy Director <br />• Environmental Functional Area Manager <br />• Worker Safety & Health Functional Area Manager <br />• Radiation Protection Functional Area Manager <br />• Safety & Education Training Section Leader <br />• Health Services Department Head <br />• Environment, Safety, and Health Director <br />• Central Facilities & Infrastructure Department Head <br />• Deployed Facilities & Infrastructure Department Head <br />• Nuclear Operations Associate Director <br />• Operations and Business Deputy Principal Associate Director <br />• Operations and Business Principal Associate Director <br />• Weapons and Complex Integration Principal Associate Director <br />• Security Organization Director
