Uncontrolled copies of <br />this Emergency Plan are maintained on the Emergency Preparedness & Planning website, <br />distributed within LLNL, and are offered to appropriate offsite entities listed in Section 3.1. <br />1.2 Scope <br />This Emergency Plan addresses and applies a description of emergency preparedness and <br />response to an emergency as defined in DOE Order 151.1D, which is stated to be "Any incident, <br />whether natural or manmade, that could endanger or adversely affect people, property, or the <br />environment, and that requires responsive action beyond normal operations. An “Operational <br />Emergency” is a term used to categorize a specific type of emergency." <br />This Emergency Plan applies to the Livermore site (Site 200), Site 300, and LLNL facilities <br />contained therein; additionally, it applies to the employees, visitors, and contractors performing <br />work onsite for the Laboratory. <br />1.3 Concept of Operations <br />When an emergency occurs, this Emergency Plan is invoked through implementing documents <br />for response to the emergency. Routinely designated LLNL emergency responders, such as fire, <br />Environment, Safety, and Health (ES&H) Teams, Hazardous Material (HazMat), <br />medical/emergency medical services, and Security Organization/law enforcement, provide on- <br />scene response. The Incident Commander (IC) through a Unified Command structure directs <br />emergency response. <br />The Emergency Management Duty Officer (EMDO) is onsite or on-call at all times, and is <br />responsible for categorizing Operational Emergencies and further classifying Operational <br />Emergencies as Alerts, Site Area Emergencies, or General Emergencies, if required. The EMDO <br />is also responsible for verifying the initial protective actions taken by the IC and making initial <br />required DOE and offsite agency notifications. In addition, the EMDO is responsible for <br />activating the ERO. Activation level may be determined in consultation with the Laboratory <br />Emergency Duty Officer (LEDO). The LEDO, who is onsite or on-call at all times, represents <br />the Laboratory Director.
