LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 7 <br />1.3.2 All-Hazards Technical Planning Basis <br />An all-hazards technical planning basis underpins the concept of operations for LLNL’s <br />comprehensive emergency management system. This planning, prescribed by DOE Order <br />151.1D and associated Emergency Management Guides, includes both an Emergency <br />Management Core Program for all facilities, and a more robust Emergency Management <br />Hazardous Materials Program for high hazard facilities. The Emergency Management Core <br />Program coordinates and integrates the emergency planning and preparedness requirements of <br />applicable Federal, State, and local laws, regulations, and ordinances, and other Orders and <br />standards of performance. As warranted, the Core Program is expanded to implement additional <br />emergency management requirements of an Emergency Management Hazardous Materials <br />Program, if hazardous materials pose a major threat to the health and safety of workers and the <br />public. The All-Hazards Survey and Emergency Planning Hazards Assessments (EPHA), if <br />required, are the technical planning basis for the site’s emergency management program. <br />Although the elements comprising both the LLNL Emergency Management Core Program and <br />the LLNL Emergency Management Hazardous Materials Program are described throughout this <br />Emergency Plan, the scope and purposes of each are presented below. <br />1.3.2.1 Emergency Management Core Program <br />Each DOE facility/site is required to establish an Emergency Management Core Program that <br />provides the framework for response to serious or severe events that involve the health and <br />safety of workers, the public, the environment, and safeguards and security. These events or <br />conditions are not unique to DOE/NNSA operations. <br />The specific requirements that constitute the LLNL Emergency Management Core Program are <br />the all-hazards emergency planning and preparedness aspects of DOE Order 151.1D, as well as <br />applicable laws, regulations, and ordinances. <br />The objective of the Emergency Management Core Program is to achieve an effective integration <br />of emergency planning and preparedness requirements into an emergency management program <br />that provides capabilities for comprehensive emergency management through communication, <br />coordination, and an efficient and effective use of resources. <br />The LLNL All-Hazards Survey, based on an examination of the features and characteristics of all <br />LLNL facilities, identifies the generic types of emergency events and conditions and their <br />potential impacts, as well as key components of the Emergency Management Core Program. For <br />facilities involved in producing, processing, handling, storing, or transporting hazardous <br />materials that have the potential to pose a serious threat to workers, the public, or the <br />environment, the All-Hazards Survey provides a hazardous material screening process for <br />determining whether further analysis of the hazardous materials in an EPHA is required. The <br />thresholds at which further analysis is required are discussed in Section 1.3.2.2, “Emergency
