LLNL Emergency Plan <br />Rev-23 <br />October 2017 <br /> <br /> 8 <br />Management Hazardous Materials Program.” All areas and facilities not identified during this <br />process to be part of the Emergency Management Hazardous Materials Program are by default <br />covered by the Emergency Management Core Program. <br />The required elements of the Emergency Management Core Program at LLNL are represented <br />and described in documents, plans, and procedures developed and maintained by individual <br />disciplines of the ERO. Response elements are also described in the LLNL Emergency Response <br />Capability Baseline Needs Assessment prepared by the LLNL Fire Marshal and reviewed by the <br />LLNL Department Head of EMD. This Emergency Plan and associated plans/procedures cover <br />the elements of the LLNL Emergency Management Core Program administration. <br />Implementation of the Emergency Management Core Program is accomplished through the <br />following LLNL ES&H Manual Documents: <br />• 22.1 - Emergency Preparedness and Response <br />• 22.3 - Response Plan for Fire in an Explosives Area <br />• 22.4 - Earthquakes <br />• 22.5 - Fire <br />• 22.6 - Exposure to Radiation in an Emergency <br />• 22.7 - Protective Actions: Evacuation, Shelter-In-Place, and Lockdown <br />• 22.8 - Continuity Programs <br />The Emergency Management Program Administrator is identified in Section 12.1 of this <br />Emergency Plan. <br />Facility-Level Base Program <br />A subset of the Emergency Management Core Program at LLNL is the Facility-Level Base <br />Program, which prepares facility occupants for basic emergency response. Implementation <br />Guidance for the Facility-Level Base Program describes the preparation of Facility-Level <br />Emergency Plans (FLEPs), the selection of Building Emergency Coordinators (BECs) and <br />optional Floor Monitors, as well as Emergency Management training for BECs, Floor Monitors, <br />and building residents. <br />Emergency planning is required for all facilities/buildings covered by the Emergency <br />Management Core Program. At LLNL, this planning is accomplished through the development <br />of FLEPs that account for how the ERO normally responds to specific facilities/buildings at <br />LLNL and describe how employees will respond to different types of emergencies, specific <br />worksite layout, structural features, and emergency systems specific to each facility/building. <br />The FLEP must be kept in the workplace and be available to facility occupants for review. At a <br />minimum, each plan includes procedures for reporting a fire or other emergency, exit routes and <br />assembly locations, sheltering in place, emergency shutdown/operating critical plant operations <br />before evacuation, accountability, and rescue or medical duties, if assigned.
