LLNL Emergency Plan
Rev-23
October 2017

9
documents appointed BECs and optional Floor Monitors who have responsibility for overseeing
the emergency preparedness and response activities in assigned facilities and for assisting facility
occupants in understanding their responsibilities during a facility-level event.
The Facility-Level Base Program is described in detail in ES&H Manual Document 22.1,
“Emergency Preparedness and Response.”
Facilities with unique, specialized response requirements may have additional planning beyond
what is detailed in this Emergency Plan. For instance, emergency planning for research animals
at LLNL is addressed in accordance with Federal regulations and the LLNL Animal Program
Disaster Plan (LLNL-AM-642420). Furthermore, medical waste actions are planned for in
accordance with the California Medical Waste Management Act and LLNL documents Medical
Waste Management and Emergency Action Plan for the LLNL Biosafety Level 3 Facility
(UCRL-AM-694545) and Medical Waste Management and Emergency Action Plan for the LLNL
Biosafety Level 2 (and Lower) Facilities (UCRL-AM-694544).
1.3.2.2 Emergency Management Hazardous Materials Program
At certain thresholds, as prescribed by DOE Order 151.1D and associated Emergency
Management Guides, hazardous materials identified in the All-Hazards Survey must undergo a
further quantitative analysis through development of an EPHA.
For radiological classifications, DOE-STD-1027, Attachment 1, Table A.1 is used for
differentiating between Nuclear Facilities and Radiological Facilities. Radiological materials
exceeding the quantities listed on the table are screened in for quantitative assessments and
documentation in a facility EPHA.
Chemicals must be quantitatively analyzed in the EPHA unless they may be excluded by criteria
identified in DOE Order 151.1D or guidance formally issued by DOE Headquarters.
For biological classifications, facilities and/or operations with agents in type and quantity as
described in DOE Order 151.1D, Attachment 3 require an EPHA. Inventories of biological
agents and toxins are assessed in accordance with the LLNL ES&H Manual, Document 13.1,
“Biogovernance,” Document 13.6, “Safe Handling and Use of Biological Materials,” the LLNL
Institutional Biosafety Program, and the requirements of the Centers for Disease Control and
Prevention’s standard, Biosafety in Microbiological and Biomedical Laboratories.
All buildings/facilities and/or operations requiring a documented EPHA are included in the
Emergency Management Hazardous Materials Program. Additional information about the All-
Hazards Survey and EPHA development process is found in Section 1.4.1.2 of this Emergency
Plan.
