February 15, 2010 ENVIRON vitiv T HEALTH <br />PERMIT/SERVICE; <br />California Office of Emergency Services <br />EPCRA Coordinator <br />3650 Schriever Ave <br />Mather, CA 95655 <br />RE: Emergency and Hazardous Chemical Inventory Reporting, <br />Section 312 of SARA Title III for Report Year 2009 <br />To Whom It May Concern: <br />Pursuant to the requirements of Sections 312 of the Federal Emergency Planning and Community Right -to -Know <br />Act (EPCRA), 42 U.S.C. §§ 11022, I am writing to submit chemical inventory and emergency planning information <br />relevant to certain facilities owned or operated by AT&T Mobility LLC. <br />Section 312(a) requires owners or operators of facilities having chemicals subject to the OSH Act's MSDS <br />requirements to provide a chemical inventory to the governing SERC, LEPC, and local fire department by March 1 <br />for the chemicals stored on-site above the Federal thresholds during the preceding calendar year (42 U.S.C. § <br />11022(a)). Although Hazardous Material Business Plans (HMBPs) are completed throughout the calendar year for <br />the local CUPAs or fire departments, AT&T Mobility owns or operates facilities in your jurisdiction that are subject <br />to the annual Federal Tier I1 reporting requirements. These facilities store sulfuric acid, and, in some instances, <br />lead and/or diesel in quantities exceeding the annual Federal reporting thresholds. Therefore AT&T Mobility is <br />providing you with the Tier II reports for these facilities for reporting year 2009.
