0 0 <br />2.3 Fire and/or Explosion at the Plant <br />Response to a propane fire and/or explosion will vary depending on several key aspects: <br />amount of fuel, ignition source(s), weather conditions (including wind direction), <br />availability of emergency response personnel, proximity to areas with exposure to the <br />general public, population density and other conditions. The following actions are to be <br />used as a guide. The order in which the action items are initiated will depend on the <br />previously mentioned aspects of the fire or explosion. However the selection of order <br />must always be made with the following in mind: <br />• First, protect our employees and the general public, <br />• Second, protect the property of others, <br />• Third, protect AmeriGas plant and equipment. <br />General Actions <br />If safe to do so, extinguish fire by shutting off the supply of gas. If containers are <br />exposed to direct flames or excessive heat, water should be applied to the vapor section <br />of the container to cool the metal and control the internal pressure. Tanks on fire should <br />be approached from the side, not from the ends. <br />Outside AmeriGas Emplovee(s) <br />1. Close main storage valves, and isolate the leak by closing valves as close to the leak <br />as possible. <br />2. Notify District Office personnel or manager of location, extent of the fire, and wind <br />direction. Direct them to call fire and police before evacuating or shutting down <br />l <br />electricity. <br />3. Tum off electrical main disconnects to plant equipment, if vapor is not present near <br />the electrical main. (Note: This may disconnect phone service) <br />4. Evacuate all personnel, as necessary. <br />5. Combat small isolated fires using dry chemical fire extinguishers. <br />6. Assist Incident Command Officer, as requested. <br />Inside AmeriGas Employee(s) <br />1. (If telephone can be used) Notify the Police and Fire Department giving details, <br />including injuries. Telephone 911. <br />2. Extinguish potential ignition sources in office. <br />3. Assist in evacuation of employees to assembly area. <br />4. Move to assembly area. Take first aid kit and fire extinguishers, and provide first aid, <br />as necessary. <br />5. Account for all employees. Advise manager or operations supervisor of any <br />personnel who are missing. <br />Market Manager <br />The Market Manager will initiate the emergency response notification procedure, <br />contacting the Region Safety Manager and the Region GM/VP and/or the Vice President <br />of ACE Operations. <br />RECEIVED <br />ENVIRONMENTAL <br />• • HEALTH DEPARTMENT <br />
