0 <br />Ll <br />—' 2.4 Leaks at Plant (No Ignition) <br />Response to a propane leak at the facility will vary depending on several key <br />considerations: whether the leak is vapor or liquid propane; severity of leak, wind <br />direction, availability of emergency response personnel, leak location and population <br />density. The following actions are to be used as a guide. The order in which the action <br />items are initiated will depend on the previously mentioned considerations. However, the <br />selection of order must always be made with the following in mind. <br />• First, protect our employees and the general public, <br />• Second, protect the property of others, <br />• Third, protect AmeriGas plant and equipment. <br />Actions <br />The following actions should be taken by district employees to isolate a leak and prevent <br />ignition only if it is safe to do so. <br />Outside AmeriGas Employee(s) <br />1. Close main storage valves, and isolate the leak by closing valves as close to the leak <br />as possible. <br />2. <br />Notify District office personnel or manager of location, extent of the leak and <br />direction of drift and direct them to call fire and police before evacuating or <br />shutting down electricity. <br />3. <br />Extinguish all potential sources of ignition, including vehicles with engines running. <br />4. <br />Tum off electrical main disconnects to plant equipment, if vapor is not present near <br />t <br />the electrical main. (Note: This may disconnect phone service) <br />5. <br />Determine location, extent of leak and wind direction, and base actions accordingly. <br />6. <br />If vapor cloud is drifting toward a public road, have traffic stopped from both <br />7. <br />directions. <br />Evacuate AmeriGas personnel and other persons on the site, as necessary to the <br />assembly area <br />8. <br />Assist the Fire Chief, as requested. <br />9. <br />When leak has been stopped and vapor cloud dispersed, check all low-lying areas <br />with the Fire Department to ensure there are no remaining pockets of gas. <br />Inside Employee(s) <br />1. (If telephone can be used) Notify the Police and Fire Department giving details, <br />including injuries. Telephone 911, <br />2. Extinguish potential ignition sources in office. <br />3. Assist in evacuation of employees to assembly area <br />4. Move to assembly area Take first aid kit and fire extinguishers, and provide fust <br />aid, as necessary. <br />5. Account for all employees. Advise manager or operations supervisor of any <br />personnel who are missing. <br />Market Manager <br />The Market Manager will initiate the internal AmeriGas emergency response notification, <br />contacting the Region Safety Manager and the Region GM1VP and/or VP of ACE <br />\ Operations.
