CONSOLIDATED CONTINGENCY PLAN <br />Union Pacific Railroad – Intermodal Facility 8 <br /> <br />EMPLOYEE TRAINING PLAN <br />Training requirements can be found in Health and Safety Code Chapter 6.95 Article 1, Chapter 6.5, Title <br />19 § 2732, and Chapter 22 of California Code of Regulations § 66265.16. <br /> <br />All UPRR employees are trained to fire responder awareness level. The preferred training for this group <br />of employees is the “Hazardous Materials Emergency Response Plan Training Guide.” The Training <br />Guide identifies various classes of hazardous materials, recognition techniques, documentation <br />requirements, and initial observer actions delineated in the HMERP. <br /> <br />Training Plan Overview (Items with Asterisks are Required) <br />Personnel are trained in the following procedures: <br /> Internal Alarm/Notification* <br /> Evacuation/Re-entry Procedures and Assembly Point Locations* <br /> Emergency Incident Reporting <br /> External Emergency Response Organization Notification <br /> Location(s) and contents of Emergency Response/Contingency Plan <br /> Facility Evacuation Drills, Which are Conducted at Least (specify): <br />Chemical Handlers are trained in the additional procedures: <br /> Safe Methods for Handling and Storage of Hazardous Materials* <br /> Location(s) and Proper Use of Fire and Spill Control Equipment <br /> Spill Procedures/Emergency Procedures <br /> Proper Use of Personal Protective Equipment (PPE)* <br /> Specific Hazard(s) of Each Chemical Personnel May be Exposed, Including Routes of Exposure* <br /> Hazardous Waste Handlers/Managers are Trained in All Aspects of Hazardous Waste <br /> Management Specific to Their Job Duties <br />Emergency Response Team Members (if an In-House Emergency Response Team is Available): <br /> Personnel Rescue Procedures <br /> Shutdown of Operations <br /> Liaison with Responding Agencies <br /> Use, Maintenance, and Replacement of Emergency Response Equipment <br /> Refresher Training (Provided at Least Annually)* <br /> Emergency Response drills, Which are Conducted at Least (specify): Per Federal, State, and <br />Local Requirements <br /> <br /> <br />Hazardous Material Business Plan Requirements <br />Methods of Safe Handling of Hazardous Materials <br />Only qualified personnel (as determined by job type and training) are allowed to handle hazardous <br />materials on-site in accordance with UPRR’s HMERP (for Hazardous Wastes). Methodology for handling <br />is found either in accordance with manufacturer's specifications, per the Safety Data Sheet (SDS) or <br />site/material-specific UPRR procedural or label instructions (for all other Hazardous Materials). At a <br />minimum, the SDS specifications will be made available to personnel and followed by qualified <br />personnel. <br /> <br />Safety Procedures in the Event of a Release or Threatened Release of Hazardous Material as described <br />in the Contingency Plan <br />In the event of a leak, spill, fire or release of a hazardous material, personnel are instructed to follow the
