CONSOLIDATED CONTINGENCY PLAN <br />Union Pacific Railroad – Intermodal Facility 9 <br /> <br />Hazardous Material Business Plan Requirements <br />guidelines addressed in the HMERP. This includes protecting oneself and others, initiating the <br />notification process, and assisting with emergency response as practical based on training and scope of <br />duties. <br />Procedures for Coordination with Local Emergency Organizations <br />Site does not have any contractual arrangements with local emergency organizations. Facility personnel <br />are trained to recognize conditions that have a potential to cause an abnormal condition and could <br />escalate to an emergency. In the event of an emergency, facility personnel will contact emergency <br />response as detailed in the HMERP. <br />Communication and Alarm Systems <br />Telephones and verbal warnings are to be utilized for evacuation purposes. UPRR employees are <br />trained to alert all employees in the affected area through sounding the designated warning signal for a <br />general emergency and implement GCOR Rule 2.10 and broadcast the following: This is a hazardous <br />materials emergency broadcast. There is a hazardous materials emergency at [indicate location]. Do <br />not enter this area. Anyone in this immediate area should move away from the incident. Go upwind <br />to safety. Contact your supervisor. <br />Use of Emergency Response Equipment and Supplies Employees May Use <br />Emergency Response Equipment will be evaluated by the RMCC at the time of the emergency based <br />upon the hazards posed. At a minimum, employees responding to an emergency will have Level D PPE <br />(includes chemical protective gloves, safety glasses, coveralls, face shield, and/or chemical-resistant, <br />steel-toe boots). <br />Procedures for Using, Inspection of, Repairing, and Replacing Emergency and Monitoring Equipment <br />Where applicable, PPE is repaired or replaced as needed to ensure the PPE’s effectiveness. <br />Evacuation/Re-entry Procedures and Assembly Point Locations <br />In the event of an emergency the Site Manager, Regional Hazardous Materials Manager or their <br />designee is responsible for evacuation procedures. Evacuation map is prominently displayed <br />throughout the facility. The emergency assembly area is south of the Administrative Building. <br /> <br />Hazardous Waste Generator Requirements (Procedures for Storage/Generation of Hazardous Waste) <br />Proper Packaging and Labeling of All Waste <br />Wastes resulting from an incidental spill response will be containerized in impervious bags, drums, or <br />buckets. The Environmental Manager or Hazardous Materials Manager will characterize the waste for <br />proper disposal and ensure that it is removed from the facility by a licensed waste hauler. <br /> <br />Wastes resulting from a non-incidental spill or discharge will be removed and disposed of by a cleanup <br />contractor under the supervisor of the UPRR Environmental Management Group. <br />On-Site Management and Storage Requirements <br />Containers are closed except when adding or removing wastes. All wastes are labeled according to their <br />designation (used oil, hazardous, non-hazardous); and be compatible with the contents stored within. <br />UPRR evaluates employees trained to conduct weekly inspection when needed. <br />Proper Use of Safety Equipment and Hazardous Waste Management Supplies <br />PPE and Safety Equipment (as identified in the “Emergency Equipment” section) are maintained by the <br />Site Manager and replaced as needed. Individuals are trained in the use of PPE according to job <br />responsibility. If the employee is not knowledgeable in regards to the management of wastes, the <br />employee will not respond to management of the hazardous materials (other than to notify the RMCC <br />or their Supervisor as indicated previously). Employees knowledgeable and trained in responding to <br />incidental spills utilize the spill kits and available safety equipment as necessary to containerize,
