CONSOLIDATED CONTINGENCY PLAN <br />Union Pacific Railroad – Intermodal Facility 10 <br /> <br />mitigate/abate and offer consignment for hazardous wastes. <br />Off-Site Transportation Requirements <br />UPRR maintains a list of TSDFs (as determined by an auditing process through the use of third-party <br />vendors). All residual materials are to be sent to facilities approved by UPRR. <br />Interaction with Waste Haulers and Disposal Sites Including Manifesting <br />Only UPRR employees that are RCRA and DOT trained interact with Waste Haulers. All other employees <br />are considered “Initial Observer” roles and sign manifests for Non-Hazardous wastes as instructed by <br />RCRA/DOT trained employees. RCRA/DOT trained employees review manifests with haulers and <br />conduct a pre-ship inspection of the hauler’s vehicle, placards, markings, and CA-hauler license prior to <br />offer of consignment. <br />Conducting and Documentation of Periodic Inspections <br />Where a container is found to be deficient in one of these areas, the UPRR employee discovering the <br />deficiency notifies their supervisor and/or the MEFO for replacement as needed. <br />Frequency of Inspections: Weekly (if required) <br /> <br />Specific Training Topics <br />Training on Safety Data Sheets (SDS) including specific hazard(s) of each chemical to which employees <br />may be exposed, including routes of exposure is required. <br />Procedures for Specific Job Titles (optional) <br />In addition to the above training topics, please provide any supplemental training topics, if applicable: <br />Personal Responsibilities <br />Personnel Responsible for Ensuring Training Meets All Requirements: Site Manager <br />Training Tasks Conducted By <br />Ensure emergency response training is completed <br />initially and annually <br />Site Manager <br />SPCC Training MEFO <br /> <br />Training Frequency <br />• New employees must complete training within 6 months of employment or assignment to a new <br />position <br />• All employees should receive at least annual training, including refresher courses <br />• In the event of new assignments or changes in operation, training will be provided before the <br />new assignment or change in operation takes place. Employees will not handle hazardous waste <br />without supervision until trained <br />• Date of Last Training: Varies – records maintained internally.
