Simplot Company's Lathrop Plant located at 16777
Howland Road, Lathrop, California, 95330.
Name of Chemical Released: Ammonia gas, an extremely hazardous substance.
Estimated Quantity of Release: We still have a couple of unanswered variables that we are tracking
down. Our best estimate at this time is between sixty-five (65) and two hundred (200) pounds.
When we have worked through the variables we will update the number.
Time and Duration of Release: Release occurred at 4:14 PM on Tuesday, September 29, 2015 and
ended at 4:19 PM. The duration was five (5) minutes.
Medium or Media Into Which the Release Occurred: Air
Known or Anticipated Acute or Chronic Health Risks Associated with the Emergency: Advice
Regarding Medical Attention for Exposed Individuals: Common symptoms of ammonia gas exposure
are irritation to the eyes and respiratory tract. Individuals experiencing such symptoms should seek
medical attention.
Proper Precautions to Take as a Result of the Release: Ammonia has an easily detectable odor.
Individuals detecting an ammonia odor should leave the immediate area.
Actions taken to Respond and Contain the Release: Once the Ammonia Storage Operator was
contacted about the release he and the Mechanical Reliability Engineer remotely closed the feed
valve to the Aqua Ammonia Vaporizer. The release was essentially over at this point with ammonia
gas coming out of the piping at less than 1 psia of pressure. The Operator then closed and secured
the manual ammonia feed block valves. The system was completely isolated and taken out of
service. Mr. Muniappa Naidu, San Joaquin County Environmental Health Department, responded to
the plant and inspected the area to ensure it was secured and the risk of another release was
eliminated.
