PREVENTION MEASURES PROVIDED <br /> Drainage Control Diversionary Structures and Containment(112.7(c)) <br /> 112.7(c) Appropriate containment and/or diversionary structures or equipment to prevent discharged <br /> oil from reaching a navigable water course should be provided. One of the following preventive <br /> systems or its equivalent should be used as a minimum: <br /> (1) Onshore facilities <br /> (i) Dikes, berms or retaining walls sufficiently impervious to contain spilled oil <br /> (fi) Curbing <br /> (if) Culverting, gutters or other drainage systems <br /> (iv) Weirs, booms or other barriers <br /> (v) Spill diversion ponds <br /> (vi) Retention ponds <br /> (vii) Sorbing materials <br /> (2) Offshore facilities <br /> (i) Curbing, drip pans <br /> (ii) Sumps and collection points <br /> This is an onshore facility located in the northern porton of the San Joaquin Valley. The <br /> facility makes use of double-wall containment tanks for its main diesel and gasoline fuel <br /> supply, fresh oil supply, and waste oil collection tank. While secondary containment is not <br /> provided for all of the AGTs, drainage at the site is directed towards three on-site <br /> stormwater retention ponds. In a worst case scenario, any uncontained releases at the <br /> facility would ultimately be contained within the stormwater retention ponds. Sorbing <br /> materials, shovels and receptacles (for manual containment and abatement) of small spills <br /> are present within the Refueling Bays and Maintenance Shop Area. <br /> A. Drainage Control (112.7(e)(1)(i-v)) <br /> (1) Drainage from diked storage areas: <br /> 112.7(e)(1) Facility drainage (onshore); excluding production facilities. (i) Drainage from diked <br /> storage areas should be restrained by valves or other positive means to prevent a spill or other <br /> excessive leakage of oil into the drainage system or in plant effluent treatment systems, except <br /> where plant systems are designed to handle such leakage. Diked areas may be emptied by <br /> pumps or ejectors; however, these should be manually activated and the condition of the <br /> accumulation should be examined before starting, to be sure no oil be discharged into the water. <br /> Note: This section should describe drainage in areas of the facility which have localized <br /> secondary containment. Localized containment is specifically designed to retain drainage in <br /> operating areas of a facility(e.g.,AST farm, truck loading/unloading rack,pipeline areas.) <br /> On-Site Stormwater Retention Ponds. The facility has three large stormwater <br /> retention ponds at the site (Figure 2). Stormwater Retention Pond 1 is approximately <br /> 94,500 square feet and has an effective depth of approximately 2.5 feet, resulting in an <br /> approximate volume of 236,250 cubic feet or 1,767,150 gallons. Stormwater Retention <br /> Pond 2 is approximately 30,000 square feet and has an effective depth of approximately <br /> 2.5 feet, resulting in an approximate volume of 75,000 cubic feet or 561,000 gallons. <br /> Pond 3 is approximately 20,000 square feet, and has an approximate 2.5 feet effective <br /> depth, resulting in an approximate 50,000 cubic feet or 374,000 gallons. <br /> -9- <br />
