San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209) 468-3433 Web:www.sjgov.org/ehd <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CDCR-DEUEL VOCATIONAL INSTITUTION 23500 KASSON RD, TRACY May 24, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II,or MINOR-Notice to Comply) <br /> Item # Remarks <br /> 609 CFR 112.7(c) Failed to provide secondary containment, diversionary structures, or equipment to prevent discharge. <br /> The following containers larger than 55 gallons appeared to have no secondary containment: <br /> 1)400-gallon diesel tank at Freshwater Booster Station <br /> 2) Two 180-gallon diesel tanks at the flood control water ditch. <br /> 3) One 180-gallon tank located at the maintenance shop (the facility indicated that it's a portable tank, however it has <br /> mounting bolts and it appears to be designed as a stationary tank). <br /> A facility shall provide appropriate containment and/or diversionary structures or equipment to prevent a discharge. <br /> The entire containment system, including walls and floor, must be capable of containing oil and must be constructed <br /> so that any discharge from a primary containment system will not escape the containment system before cleanup <br /> occurs. Immediately provide adequate secondary containment for all aboveground petroleum storage containers <br /> larger than 55 gallons. Submit proof of correction to the EHD. <br /> This is a Class II violation. <br /> 613 CFR 112.7(e) Failed to conduct inspections or maintain records for 3 years. <br /> It appears that tank inspections are not being adequately implemented. The reviewed SPCC plan (last updated <br /> December 2013) noted that one of the flood ditch pumps tanks (180 gallon diesel tank) is not sufficiently attached to <br /> pump and one support strap is missing. No second strap was observed on this tank during the EHD inspection. <br /> Inspections and testing shall be conducted on all aboveground liquid petroleum containers larger than 55 gallons, <br /> including generators and ditch pumps and all 55 gallon drums of oil. Records of these inspections and tests shall be <br /> signed by the appropriate supervisor or inspector and kept on site with the Spill Prevention, Control, and <br /> Countermeasure (SPCC) Plan for a period of three years. Immediately begin necessary testing and inspections for <br /> all Aboveground Petroleum Storage Act regulated containers and maintain on site with the SPCC Plan. <br /> This is a Class II violation. <br /> 617 CFR 112.7(g) Plan failed to address security of site and valves, lock out/tag out, and lighting. <br /> The Spill Prevention, Control, and Countermeasure (SPCC) Plan did not adequately address lighting provisions at this <br /> facility. The SPCC Plan must include descriptions of how you secure and control access to the oil handling, <br /> processing & storage areas, secure master flow&drain valves, prevent unauthorized access to starter controls on oil <br /> pumps, secure out-of-service and loading/unloading connections of oil pipelines, and address the appropriateness of <br /> security lighting to both prevent acts of vandalism and assist in the discovery of oil discharges. Immediately update <br /> the SPCC Plan to include all of the required security information, or provide equivalence as allowed by 40 CFR <br /> 112.7(a)(2). <br /> This is a Class II violation. <br /> Page 5 of 7 <br />
