No copies of inspection records of the annual inspections at the"aggregate"facility were not found at the site. Copies of inspection and testing records of the 2017 and 2018 annual inspections were not found on site at the "ready mix"facility. Copies of inspection records after July 2018 for the monthly inspection were not found on site at the"ready mix"facility. Inspections and tests must be conducted in accordance with the written procedures developed in the Spill Prevention, Control, and Countermeasure(SPCC) Plan. Records of these inspections and tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years. Immediately locate a copy of all inspection and testing records for the last three years, maintain them on site or start conducting inspection as outlined in the SPCC plan. Annual inspection records at the"ready mix"facility indicate that only the 12,000 gallon diesel tank is being inspected annually.The ready"ready mix"facility has three 120 gallon tanks and one 240 gallon used oil tank under its control. Inspections and testing shall be conducted on all aboveground liquid petroleum containers larger than 55 gallons and all 55 gallon drums of oil. Records of these inspections and tests shall be signed by the appropriate supervisor or inspector and kept on site with the Spill Prevention, Control, and Countermeasure(SPCC) Plan for a period of three years. Immediately begin necessary testing and inspections for all Aboveground Petroleum Storage Act regulated containers and maintain on site with the SPCC Plan. This is a Class II violation. 622 CFR 112.7(f)(3) Failure to conduct complete annual discharge prevention briefings for oil-handling personnel. Discharge prevention briefings are not scheduled at least once a year.The last annual briefing at the"aggregate" facility was conducted on 5/10/2017, over a year from todays date.The last annual briefing conducted at the"ready mix"facility was said to have been conducted in October of 2018, a log could not be provided. Discharge prevention briefings for oil handling personnel must be scheduled and conducted at least once a year to assure adequate understanding of the SPCC Plan for that facility. Such briefings must highlight and describe known discharges or failures, malfunctioning components, and any recently developed precautionary measures. Immediately schedule and conduct a discharge prevention briefing, ensure that they are scheduled and conducted at least once a year. This is a minor violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by December 1, 2018.
