Copies of inspection records after July 2018 for the monthly inspection were not found on site at <br /> the"ready mix"facility. Inspections and tests must be conducted in accordance with the written procedures <br /> developed in the Spill Prevention, Control, and Countermeasure(SPCC) Plan. Records of these inspections and <br /> tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of <br /> three years. Immediately locate a copy of all inspection and testing records for the last three years, maintain them <br /> on site or start conducting inspection as outlined in the SPCC plan. <br /> Annual inspection records at the"ready mix"facility indicate that only the 12,000 gallon diesel tank is being <br /> inspected annually.The ready"ready mix"facility has three 120 gallon tanks and one 240 gallon used oil tank under <br /> its control. Inspections and testing shall be conducted on all aboveground liquid petroleum containers larger than 55 <br /> gallons and all 55 gallon drums of oil. Records of these inspections and tests shall be signed by the appropriate <br /> supervisor or inspector and kept on site with the Spill Prevention, Control, and Countermeasure(SPCC) Plan for a <br /> period of three years. Immediately begin necessary testing and inspections for all Aboveground Petroleum Storage <br /> Act regulated containers and maintain on site with the SPCC Plan. <br /> This is a Class II violation. <br /> 622 CFR 112.7(f)(3) Failure to conduct complete annual discharge prevention briefings for oil-handling personnel. <br /> Discharge prevention briefings are not scheduled at least once a year.The last annual briefing at the"aggregate" <br /> facility was conducted on 5/10/2017, over a year from todays date.The last annual briefing conducted at the"ready <br /> mix"facility was said to have been conducted in October of 2018, a log could not be provided. Discharge <br /> prevention briefings for oil handling personnel must be scheduled and conducted at least once a year to assure <br /> adequate understanding of the SPCC Plan for that facility. Such briefings must highlight and describe known <br /> discharges or failures, malfunctioning components, and any recently developed precautionary measures. <br /> Immediately schedule and conduct a discharge prevention briefing, ensure that they are scheduled and conducted <br /> at least once a year. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by December 1, 2018. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
