API 653 In-Service Inspection Report <br /> for <br /> Pacific Ethanol HMT Inspection <br /> Tank No. T-6105 August 7,2013 <br /> Stockton, CA Page s of 45 <br /> SUMMARY AND REPAIR RECOMMENDATIONS (CONT'D.) <br /> SHELL (CONT'D.): The shell coating is lightly weathered and is starting to show signs of <br /> chalking. The coating is intact and no areas of failure that expose the carbon steel were <br /> noted. There is product residue present on the shell plates. Consideration should be <br /> given to properly cleaning product residue and monitor coating integrity. <br /> The next external API 653 inspection should be conducted within 5 years and no later <br /> than April 2018 (ref. API 653, Para. 6.3.2.1). Complete API 653 out-of-service inspection <br /> prior to this date would supplement the next external inspection requirement <br /> Shell Ultrasonic (UT) testing should be conducted again within 15 years and no later <br /> than April 2028 (ref. API 653, Para. 6.3.3.2). Complete API 653 out-of-service <br /> inspection prior to this date would supplement the next external inspection. <br /> NOZZLES AND APPURTENANCES: Visual (VT) inspection and Ultrasonic (UT)testing <br /> of the nozzles and manway were performed. <br /> Shell Nozzles D, E, G, H, J and K do not have reinforcing plates. Visual (VT) inspection <br /> of these appurtenances found them in acceptable condition. This is provided as <br /> information only and no corrective action is required at this time. Consideration should <br /> be given to installing seal welded reinforcing plates next time major repairs are made to <br /> the tank. <br /> All existing shell nozzle reinforcing plates do not meet the minimum thickness required <br /> by API 650, Para. 5.7 and Figure 5-7b. These details have been present for an <br /> extended period of time with no issues noted and no corrective action is required. This <br /> area should be monitored in future for signs of accelerated corrosion due to possible <br /> increased stress concentrations. <br /> Shell Nozzle E has centerline elevation from the center of the nozzle neck and the <br /> bottom edge projection that is less than that required by API 650, Para. 5.7 and Figure <br /> 5-8. These details have been present for an extended period of time with no issues <br /> noted and no corrective action is required at this time. This area should be monitored in <br /> future for signs of accelerated corrosion due to possible increased stress concentrations. <br /> Nozzles C, D, E, G and H do not meet the minimum neck thickness requirements of API <br /> 650 (ref. Table 5-6, Column 3). These details have been present for an extended period <br /> of time with no issues noted and no corrective action is required at this time.
