5 <br />DDJC Sharpe <br />(1) Item 8 - Failed to amend SPCC Plan within 6 <br />months or when there is an applicable change to <br />the facility. Corrective Action: Page xi of the <br />Plan will be amended to designate the DESJC Site <br />Director as being given the level of authority <br />to commit the necessary resources to fully <br />implement the SPCC Plan (see enclosure H). The <br />removal of a 125 gallon tank and the <br />repositioning of two 55 gallon drums do not in <br />and of themselves materially affect DDJC's <br />potential for a discharge. When conditions <br />described in 40 CFR -112.5(A) dictate the <br />necessity of an amendment to the existing SPCC <br />Plan, the list of tank and drum locations will <br />be updated as appropriate. <br />(2) Item 16 - SPCC Plan lacks full approval of <br />management at a level of authority to commit the <br />necessary resources to implement the Plan. <br />Corrective Action: The SPCC Plan for DDJC Sharpe <br />will be amended by 05/10/2010 at a level of <br />authority to commit the necessary resources to <br />fully implement the plan (see enclosure H). <br />(3) Item 18 & 19 (Inspector wrote these two as one in <br />the discrepancy page) - No facility diagram or <br />diagram failed to show location and contents of <br />each container, transfer stations and connecting <br />pipes. Corrective Action: Building 67 will be <br />added to the addendum of the SPCC. Spill <br />containment pallets are provided and in use. The <br />following products will be added for this area: <br />1. Motor oil with a storage capacity of 55 <br />gallons. 2. Antifreeze with a storage capacity <br />of 55 gallons. <br />(4) Item 24 - SPCC Plan failed to include required <br />contact list and phone numbers of the facilities <br />response coordinator, cleanup contractors and <br />agencies to notify in case of a discharge. <br />Corrective Action: A pen and ink change was made <br />to the SPCC Master Plan showing the correct <br />phone # for the San Joaquin County Office of <br />Emergency Services (see enclosure I). The flow <br />chart located two pages after the title page <br />
