Sinclair Avenue <br />Stockton, CA 95215 <br />(209) 774-5000 <br />,y,.oa'®._po oWrpG o,� se`, a o,• ae,e ;1�C }i" i,,;uniiiuiin�� �rt�(ti ,�� imr�yfiuio; <br />At the ECS Refining site, the majority of -appliances to be handled are microwave ovens. <br />Occasionally, refrigerators may be received. <br />ECS Refining plans to offer services to municipalities that recycle appliances at their <br />landfill sites, in conjunction with its electronic waste recycling services. In those cases, <br />ECS Refining would remove the Materials that Require Special Handling from <br />refrigerators, freezers, washing machines, and related items at the customer's site. <br />ECS Refining will remove the special materials from major appliances received. The <br />materials that will be handled for recycling are chlorofluorocarbons (CFCs) used as <br />refrigerants in refrigeration equipment, mercury switches in appliances, and capacitors. <br />All these materials will be removed for recycling. The facility will not remove oil from <br />capacitors contaminated with polychlormatedbiphenyls (PCBs). If these materials are <br />encountered they will be properly containerized and shipped to a facility permitted to <br />handle these materials. <br />These materials will be removed and handled as described below: <br />Refrigerants <br />Refrigerant extraction will be performed by a trained licensed technician, using standard <br />removal methods. ECS Refining will contract with a licensed refrigerant removal <br />company that will remove the refrigerants from the appliances at the ECS Refining <br />location and will be responsible for taking the evacuated Freon off-site from ECS. After <br />determining the type of refrigerant to be evacuated, the Freon will be evacuated at correct <br />pressure into a labeled (by gas Freon type) DOT registered, certified hydrostatic -tested <br />tank. The tanks of Freon will be the responsibility of the contractor to remove from the <br />ECS Refining site. <br />In future, ECS Refining may purchase the appropriate equipment needed to remove <br />refrigerants from appliances. In this case, the equipment will be approved equipment for <br />removal of refrigerants according to US EPA Clean Air Act requirements.
