Consolidated has agreed to comply with the following record keeping and reporting requirements. Consolidated will maintain records of the names and addresses of persons sending material for reclamation and the quantity of the material (ix., the combined mass of refrigerant and contaminants) received for reclamation. Such records must be maintained on a transactional basis, as required by §82.166(8). Consolidated will maintain records and report on the quantity of material received for reclamation, the mass of refrigerant reclaimed, and the mass of waste products. A report summarizing the reclamation activity must be submitted to EPA annually within 30 days of the end of the calendar year, as required by §82.166(h). In addition, any equipment that is used to recover refrigerant from appliances must be certified pursuant to §82.158. EPA will periodically inspect mclaimer facilities to ensure compliance with F.PA regulations. These inspections may include, but are not limited to, examination of records, review of equipment used by the reclaimer, measurement of the levels of refrigerant released to the atmosphere, and certification that the refrigerant is reclaimed. Since this certification is not transferable, Consolidated must promptly inform EPA of any changes in its operations including, but not limited to, changes of address or ownership. In the event of a change of ownership, the new owner must be re-ccrti Pied by submitting a nay% certification package to EPA within 30 days of the change in ownership, as required by §82.164(f).
