Certified Appliance Recycler Application ED
for
SEP 2018
ENVIRONMENTAL
ECS Refining II AITH DEPARTMENT
2222 S. Sinclair Avenue
Stockton, CA 95215
(209) 774-5000
8. Describe your ability to properly remove and manage all Materials that Require
Special Handling (MRSH).
ECS Refining will remove the special hazardous materials from appliances received. The
materials that will be removed from the appliances for recycling are chlorofluorocarbons
(CFCs)used as refrigerants in refrigeration equipment, and used oil found in capacitors
and oil-filled heaters. All of these materials will be removed for recycling. The facility
will not remove oil from PCB-containing capacitors.
Other MRSH items included in appliances are mercury switches found in washing
machines and other large appliances. ECS Refining does not accept these items but
maintains information on how to remove these switches.
These materials will be removed and handled as described below:
Refrilzerants
ECS Refining's standard procedure will be to send appliances that contain refrigerants to
an off-site vendor such as Freon Free that is equipped to safely and legitimately remove
the refrigerant. Alternatively, we will contract with them to remove the refrigerant at our
site. In this case, refrigerant extraction will be performed by a trained licensed technician,
using standard removal methods. ECS Refining will contract with a licensed refrigerant
removal company that will remove the refrigerants from the appliances at the ECS
Refining location and will be responsible for taking the evacuated Freon off-site from
ECS. After determining the type of refrigerant to be evacuated, the Freon will be
evacuated at correct pressure into a labeled (by gas Freon type) DOT registered, certified
hydrostatic-tested tank. The tanks of Freon will be the responsibility of the contractor to
remove from the ECS Refining site.
Chlorofluorocarbons (HCFCs and CFCs)
Hydro chlorofluorocarbons and other non-CFC replacement refrigerants injected in air
conditioning/refrigeration units will be removed as listed above in"Refrigerant" section.
These materials are managed as hazardous wastes at and removed from the ECS Refining
site by the contractor used to perform the evacuation.
Used oil is removed and managed in accordance with Section 25250.1-25250.28 of the
California Health and Safety Code.
i
1
i
