ARS <br />The Site lies on a very slight west-sloping plain approximately four miles east from the Port of <br />Stockton Deep Water Channel. The elevation at the Property is approximately 25 feet above <br />mean sea level. The Property is located in a mixed commercial and residential area that is <br />characterized by several small commercial businesses and numerous single and multi-tenant <br />residences. <br />Based on review of groundwater investigation reports for sites in the immediate area, we would <br />expect groundwater flow in the site area to be to the east-northeast. Subsurface soils in the <br />vicinity generally consist of silts and clays down to at least 60 feet in depth. Shallow <br />groundwater is generally encountered at depths ranging from 45 to 65 feet in the site vicinity. A <br />sensitive receptors survey for a nearby site identified no water supply wells within the immediate <br />site vicinity. <br /> <br />2.2 Site Background <br />ARS conducted a Phase I Environmental Site Assessment for the Site in July 2012. Results of <br />the Phase I ESA indicate that the Site has been occupied by the Save Mart building for <br />approximately 60 years. The Phase I ESA revealed no evidence of significant hazardous waste <br />storage or releases relative to this site use. <br />It is possible that a gas station was present on the northeast corner of the Property in the late <br />1940s and early 1950s. City directories listed Knight Floyd gas station in 1946, and as R. W. <br />Sudduth WV gas station in 1950 at 3342 East Main Street. This address appears to have been <br />located at the northeast corner of East Main Street and Netherton Avenue, where the current <br />Stockton Pharmacy is located. This possible former gas station represents a possible Recognized <br />Environmental Condition for the Site. In order to assess this potential environmental concern, the <br />Phase I ESA recommended conducing soil and possibly groundwater sampling on the Site. <br /> <br />3.0 DESCRIPTION OF FIELD ACTIVITIES <br />The four investigative soil borings, B-1 through B-4, were drilled and sampled on Friday, August <br />24, 2012. All activities were conducted in accordance with applicable local, State, and Federal <br />guidelines and statutes. <br /> <br />3.1 Prefield Activities <br />Prior to conducting field activities, soil boring installation permits were obtained and 72-hour <br />pre-field notification was given to the San Joaquin County Environmental Health Department <br />(SJEHD). A copy of the SJEHD drilling permit is included in Appendix A. <br />In addition, proposed boring locations were marked with white paint, and Underground Services <br />Alert (USA) was notified at least 48 hours prior to drilling. Also, a private underground utility <br />locator, ForeSite, cleared proposed boring locations, and traced below ground features on the <br />site. <br />PHASE II ENVIRONMENTAL SITE ASSESSMENT <br /> Page 3 3310 & 3330 E.
