Weiss <br />Senior Engineer Engineering Geologist <br />DATE: <br />SUBJECT: <br />26 January 1994 <br />SIGNATURE: <br />ABOVEGROUND TANK SPILLS AT HOLLY SUGAR CORPORA <br />TRACY, SAN JOAQUIN COUNTY <br />Background <br />This site currently has three separate problems occurring which are being handled by Board taff <br />members. These include waste discharge requirements associated with wastewater ponds at ihe site <br />and unauthorized petroleum releases from both underground and aboveground storage tanks. Based <br />on the Board's files and a conversation with Matt Fenske of Holly Sugar, two 30,000 -gallon ASTs <br />and two 1,000 -gallon USTs were removed around 1985. A storage statement from Holly dated 26 <br />June 1990, reported one 420,000 -gallon AST at the site. <br />In November 1985, Board and Department of Health Services (DHS) personnel inspected the site <br />and reported soil contamination. They noted leaks in the two 30,000 -gallon ASTs containinj diesel <br />fuel and bunker fuel #6 which were adjacent to an abandoned com syrup plant. DHS took s unples <br />from previously excavated soil and tested them for metals, lead and organic compounds. The <br />Board's files do not contain any analyses for TPH or BTEX. In December 1986, Holly reported the <br />proper disposal of the excavated soils. <br />In November 1990, a truck collided with a tank valve which caused the release of 500 to 800 <br />gallons of fuel oil #6. The Office of Emergency Services reported that Holly had contained the spill <br />and that cleanup efforts would follow. San Joaquin County stressed the need for a site investigation. <br />In February 1991, The Stockton Record reported that criminal charges were being filed against Holly <br />Sugar for covering up a 400 gallon diesel spill. The Board's files do not contain information on this <br />spill. In April 1991, trenching activities at the site uncovered fuel oil contamination near an <br />aboveground tank. Excavation and stockpiling of contaminated soils occurred at this time. <br />Investigations Completed <br />Holly has conducted some sampling and drilling activities at the plant to evaluate the pro <br />associated with the site's wastewater ponds. However, no site assessment activities have <br />which specifically address the AST issues. In November 1991, four water supply wells <br />
