All primary containment for the UST <br /> system must be tight. Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component under permit and inspection of the EHD.The technicians on site removed the liquid all the area of <br /> concern and tightened the fuel piping thread. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the under dispenser containment(UDC)dispenser#1,#1 satellite, and the turbine <br /> submersible pump(STP)sump. If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. The service technician removed 1/2 cup of liquid from UDC#1, 3 cups <br /> of liquid from UDC#1 satellite, and 4 tablespoons from the STP sump. Ensure that all sumps and annular spaces <br /> are maintained free of liquid. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by February 15, 2018. <br /> Documents reviewed by regulator: Monitoring plan, response plan, financial documents, employee training log, <br /> designated operator monthly reports, monitoring system certification reports (2015, 2016, 2017), secondary <br /> containment testing reports (2015, 2016), 2017 operating permit. <br /> Documents received by operator: Return to compliance certification form and inspection report. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
