SAN JOAQUIN <br />COUNTY - <br />Environmental Health Department <br />Aboveground Petroleum Storage Act Inspection Report <br />Facility Name: <br />Facility Address: <br />1 <br />Date: <br />GEORGE REED INC <br />17300 Jahant Rd, CLEMENTS <br />March 14, 2018 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />618 <br />CFR 112.7(e), 112.8(c)(6) Failed to keep records of procedures, inspections, or integrity tests for three years. <br />Site personnel indicated that integrity tests were completed within the last three years during the site visit by a <br />consultant. Copies of the formal integrity test records were not found on site. Inspections and tests must be <br />conducted in accordance with the written procedures developed in the Spill Prevention, Control, and <br />Countermeasure (SPCC) Plan. Records of these inspections and tests must be signed by the appropriate <br />supervisor or inspector and kept on site with the SPCC Plan for a period of three years. Immediately locate a copy <br />of all integrity testing records for the last three years, maintain them on site, and submit copies to the EHD. <br />This is a Class II violation. <br />710 <br />CFR 112.8(c)(6) Plan failed to adequately discuss procedures to test or inspect each container for integrity. <br />The site's current Spill Prevention, Control, and Countermeasure Plan failed to indicate the formal integrity test <br />schedule for each tank. Each aboveground container shall be tested and inspected for integrity on a regular <br />schedule and whenever repairs are made. The qualifications of personnel performing tests and inspections, <br />frequency and type of testing and inspections that take into account container size, configuration, and design shall <br />be determined in accordance with industry standards. Examples of these integrity tests include, but are not limited <br />to: visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other <br />systems of non-destructive testing. Comparison records and other records of inspections and tests must be <br />maintained on site. Immediately conduct the necessary testing or submit a copy of the test results to the EHD, or <br />provide equivalence as allowed by CFR 112.7(a)(2). <br />This is a Class II violation. <br />715 <br />CFR 112.8(c)(8)(v) Failed to regularly test liquid level sensing devices to ensure proper operation. <br />Upon review of the monthly, and annual electronic inspections records, inspections for liquid level sensing devices <br />are not being documented. Procedures and frequency of testing for these devices were not addressed in the Spill <br />Prevention, Control, and Countermeasure (SPCC) plan. Liquid level sensing devices must be installed in <br />accordance with CFR 112.8 and shall be regularly tested to ensure proper operation. Immediately conduct all <br />necessary testing of liquid level sensing devices, or provide equivalence as allowed by CFR 112.7(a)(2). <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receipt of this report. <br />Please be aware as of January 1, 2013, all businesses are required to submit all new (or any changes to <br />existing) Aboveground Petroleum Storage Act (APSA) information online to the California Environmental <br />Reporting System (CERS) at http://cers.calepa.ca.gov in addition to any other relevant activities and required <br />fields.
