Inspection Report' <br />Gene Gabbard, Inc. <br />I asked Mr. Collins what the service center does with its <br />waste oil. He showed me the inlet port to an underground <br />tank. He informed me that the tank had a capacity of <br />200 -gallons and that it had been registered with the county <br />health district. He then showed me a red metal container <br />that measured approximately 3 feet x 3 feet x 4 feet. Mr. <br />Collins informed me that waste oil is also placed into this <br />red container. I asked him if I could see a receipt for the <br />last pickup of the waste oil. Mr. Collins provided me with <br />a receipt that showed U.S. Waste Oil picked up 325 gallons <br />of waste oil on December 1, 1988. Mr Collins told me that <br />California oil Recyclers normally picks up the waste oil. <br />However, if Cal Oil Recyclers is too busy then they will <br />contact U.S. Waste oil to make the pick up. <br />I then asked Mr. Collins what they do with their solvents. <br />He said that they use Safety Kleen to meet most of their <br />solvents needs, however, the transmission operation in the <br />service center disposes its solvents into the oil tank. I <br />asked why, Mr. Collins said that the transmission parts are <br />customarily very dirty and they would reduce the length of <br />time that the Safety Kleen solvents could be used. <br />I asked Mr. Collins what the facility does with its <br />antifreeze. Mr. Collins said that they dispose of about <br />twenty gallons per month of the antifreeze down the sink. <br />He said that they used to dump it down the drain in the <br />alley, but they haven't done that in several months. I then <br />provided Mr. Collins with a copy of the Hazardous Waste <br />Management Report and explained to him the violations. I <br />then walked through the garage to the back alley. On my way <br />through the garage one of the mechanics flagged me down and <br />told me that I should sample the drain in the alley. I gave <br />him my business card and told him to call me. I then went <br />to the alley and looked at the two drains. There were no <br />oils stains on the grate or solvents smells. <br />IX. Sampling Summary: <br />No samples were collected. <br />X. Discussion with Management: <br />I informed Mr. Collins that when the company mixes it <br />solvent waste with its oil waste that that mixture has to be <br />manifested. I also informed him that the procedure of <br />disposing of antifreeze down the sink is illegal. I <br />provided him a fact sheet on antifreeze. I then provided <br />him a list of the violations that I had discovered and <br />informed him that there would be a formal letter <br />forthcoming. <br />
