Inspection Report <br />Gene Gabbard, Inc <br />VI. Hazardous Waste Activity Description: <br />The waste stream generated from Gene Gabbard Lincoln Mercury <br />services department is similar to that which you would <br />expect from any automobile service department. Chemicals <br />include waste oil, waste solvents and antifreeze. <br />vii. violations: <br />1. Title 22, California Code of Regulations, Section 66480 <br />Gene Gabbard Inc., violated Title 22, California Code <br />of Regulations, Section 66480, in that prior to <br />December 7, 1988, Gene Gabbard Inc., failed to prepare <br />a manifest prior to offering its hazardous waste to a <br />transporter. <br />Discussion with Mr. Collins revealed that waste <br />solvents are mixed with waste oil prior to releasing it <br />to an oil recycler. No manifest was prepared for the <br />oil/solvent mixture. <br />2. Health and Safety Code, Division 20, Section 25189(d) <br />Gene Gabbard Inc., violated Health and Safety Code, <br />Division 20, Section 25189(d) in that prior to December <br />7, 1988 Gene Gabbard Inc., disposed of waste antifreeze <br />at a point which is not authorized. <br />Discussion with Mr. Collins revealed that approximately <br />20 gallons per month of waste antifreeze are dumped <br />into the sink. <br />3. Health and Safety Code, Division 20, Section 25250.7 <br />Gene Gabbard Inc., violated Health and Safety Code, <br />Division 20, Section 25250.7 in that prior to December <br />7, 1988 Gene Gabbard Inc., intentionally contaminated <br />used oil. <br />Discussion with Mr. Collins revealed that waste <br />solvents are mixed with waste oil prior to releasing it <br />to an oil recyclers. <br />VIII.Observations: <br />I arrived at Gene Gabbard Lincoln Mercury at approximately <br />1400 hours on December 7, 1988. I introduced myself and <br />asked to speak with the service manager and was informed <br />that they were out to lunch. I then explained that I was <br />there to investigate a complaint, regarding allegations of <br />disposal of hazardous waste and asked if there was anyone <br />else that I could speak to. I was then introduced to Mr. <br />Glenn Collins the Shop Foreman. <br />
