Inspection Report Gene Gabbard, Inc VI. Hazardous Waste Activity Description: The waste stream generated from Gene Gabbard Lincoln Mercury services department is similar to that which you would expect from any automobile service department. Chemicals include waste oil, waste solvents and antifreeze. vii. violations: 1. Title 22, California Code of Regulations, Section 66480 Gene Gabbard Inc., violated Title 22, California Code of Regulations, Section 66480, in that prior to December 7, 1988, Gene Gabbard Inc., failed to prepare a manifest prior to offering its hazardous waste to a transporter. Discussion with Mr. Collins revealed that waste solvents are mixed with waste oil prior to releasing it to an oil recycler. No manifest was prepared for the oil/solvent mixture. 2. Health and Safety Code, Division 20, Section 25189(d) Gene Gabbard Inc., violated Health and Safety Code, Division 20, Section 25189(d) in that prior to December 7, 1988 Gene Gabbard Inc., disposed of waste antifreeze at a point which is not authorized. Discussion with Mr. Collins revealed that approximately 20 gallons per month of waste antifreeze are dumped into the sink. 3. Health and Safety Code, Division 20, Section 25250.7 Gene Gabbard Inc., violated Health and Safety Code, Division 20, Section 25250.7 in that prior to December 7, 1988 Gene Gabbard Inc., intentionally contaminated used oil. Discussion with Mr. Collins revealed that waste solvents are mixed with waste oil prior to releasing it to an oil recyclers. VIII.Observations: I arrived at Gene Gabbard Lincoln Mercury at approximately 1400 hours on December 7, 1988. I introduced myself and asked to speak with the service manager and was informed that they were out to lunch. I then explained that I was there to investigate a complaint, regarding allegations of disposal of hazardous waste and asked if there was anyone else that I could speak to. I was then introduced to Mr. Glenn Collins the Shop Foreman.
